　在第**个教师节即将到来之际，今天，我们在这里隆重召开全区教育工作会议，会议规模大、规格高，充分说明了区委、区政府对教育工作的高度重视。刚才，李睿书记、亚娥部长分别宣读了区委区政府《关于表彰 **—**学年度提高教育质量先进单位和教育工作先进个人的决定》和教师节慰问信，小曼区长作了教育工作报告，提出了工作要求，请大家认真抓好贯彻落实。同时，会上对**—**学年度全区提高教育质量先进单位和教育工作先进个人进行了表彰。在此，我代表区委、区政府向受到表彰的先进单位和个人表示热烈的祝贺！向辛勤工作在教育教学一线的广大教师和教育工作者，致以节日的问候和最美好的祝愿！

　教育是利在当代、功在千秋的首要大事。近年来，区委、区政府始终把教育作为惠及全区群众的民心工程来抓，认真落实中央和省市教育方针和部署要求，以“双高双普”达标和“教育强区”创建为目标，强化政府办学责任，持续深化教育改革，扎实推进教育民生工程，不断加大教育投入力度，全面加强教育队伍建设，我区师资水平明显提高，教育教学质量显著提升。尤其是广大教育教学工作者爱岗敬业、勤勉奉献，为全区教育事业付出了大量心血，培养了一大批优秀人才。在此，我代表区委、区政府向全区广大教职员工及所有关心和支持**教育事业发展的各界人士，表示崇高的敬意和衷心的感谢！

　 “敬教劝学，建国之大本；兴贤育才，为政之先务。”在新形势、新常态下，要加快推进区域经济发展，实现建设现代化田园新区的宏伟目标，需要我们做好方方面面的工作，但很重要的一个方面还是要抓好教育工作。重视教育是发展**的根本，建设新区需要一批有能力、懂技术、敢创业的人才作支撑。大家要牢固树立教育优先发展的战略意识，把思想和行动统一到区委、区政府的决策部署上来，按照振兴**教育事业《实施意见》和《五年行动计划》的安排，凝心聚力，狠抓落实，努力为**的发展培养造就更多人才，为加快现代化田园新区建设提供强大的人才引擎和持久的智力源泉。下面，就抓好教育教学工作，我简要讲五个方面的意见：

　第一、要坚持育人为本，推进素质教育健康发展。实施素质教育，核心是解决好培养什么人、怎么培养人的问题，根本目的是促进学生德育、智育、体育的全面发展。1、要加强理想信念教育。引导学生始终把个人理想与党的事业和社会进步紧密结合起来，与建设现代化田园新区紧密结合起来，以饱满的热情、昂扬的斗志，报效祖国，建设**，奉献社会，造福群众，真正使学生的理想抱负与时代同步伐、与祖国共命运、与**发展齐奋进。2、要加强身心健康教育。不断健全完善考试评价制度，在教育学生加强知识学习、打好文化基础的同时，更加注重体育和心理健康教育，不断强化生命、生存、生活教育，培养良好的审美情趣和人文素养，让每个孩子都能身心健康、充满活力。3、要加强道德品行教育。当前，全区上下正在全力创建全国文明城市，其中未成年人思想道德教育先进是先决条件。我们的教育部门和学校要在创建全国文明城市工作当中发挥作用，把德育教育始终放在素质教育的首位，积极创新德育方式方法，深入开展社会主义核心价值观教育实践活动，让核心价值观入脑入心入行、落小落细落实，不断提高德育的系统性、针对性和实效性，构建有灵魂的道德教育体系，努力培养青少年诚信、友善的道德自觉和道德情怀。4、要加强创新能力教育。注重学生的学思结合、知行统一，为学生提供创新、探索和表达的广阔空间，全面激发他们的创新活力，让学生学会知识技能、学会动手动脑、学会积极创新，努力使学生的学习能力、实践能力和创新能力同步发展。

　第二、要坚持全域统筹，推进教育事业均衡发展。我们**教育要发展、实现现代化，必须以促进教育公平和优化资源配置为重点，着力构建符合区域实际的现代教育体系，更好地满足城乡群众多层次、多样化的教育需求。1、要科学规划学校布局。随着秦汉、空港新城建设的深入推进，拆迁和规划拆迁的村组不断增多，统筹解决好拆迁群众子女的上学问题是我们必须考虑的一件大事。我们要围绕全市教育发展规划，加强和两个新城的对接，科学确定各个层次、各个阶段的学校布局规划，因地制宜、因时制宜，充分考虑学校实际情况和群众意愿，宜撤则撤、宜并则并、宜建则建，稳步推进学校布局调整。2、要优化配置教育资源。让孩子受到高质量教育是广大群众的迫切愿望，对我们来说，让学生单纯的“有学上”还不行，必须要创造条件“上好学”。区教育部门要认真贯彻落实《中小学教育资源整合建设方案》，推动教育资源向城乡薄弱学校倾斜，逐步实现师资、设备、图书、校舍的均衡配置，缩小区域、城乡、校际间差距，促进城乡教育均衡发展，让每一个孩子都有均等的机会享受到优质教育资源。3、要保障弱势群体教育。教育公平是社会公平的起点和核心，没有受教育机会的均等，就谈不上社会的公平。要切实保障贫困家庭、残疾儿童、流动人口子女等社会弱势群体就学，建立健全弱势群体受教育权利保障机制，严格落实进城务工人员子女接受义务教育的保障措施，完善政府、基金、社会等资助机制，努力为**辖区的每个家庭困难学生、残疾孩子、农村“留守儿童”、进城务工人员子女，都提供相对公平的教育机会。4、要统筹推进各类教育。进一步提升义务教育的师资水平、办学条件、教育质量,切实提高义务教育学校的知名度，努力打造一批全市知名的现代化义务教育学校。要坚持政府主导、社会参与、公办民办并举，不断扩大学前教育规模，打造学前教育特色品牌。要深入实施“教育优质特色发展工程”，明确阶段性目标和重点，力争培育一批闻名省内外的知名学校，逐步形成“一校一特色、一校一品牌”的高中新格局。要以区职教中心搬迁为带动，大力发展品牌职业教育，促使职业教育在办学规模、专业设置上与新区建设需求相适应，向新区建设输送更多的高素质技能人才。

　第三、要坚持建强队伍，推进教育事业优质发展。教师是人类灵魂的工程师。要把**的教育事业办好、办出成绩，首先要加强师资队伍建设。1、要加强师德师风建设。身教重于言传，教师的一言一行都会对学生留下深刻的印象，而高尚的师德是对学生最生动、最具体、最深远的教育。全区广大教育工作者要从自身做起，切实加强师德师风建设，努力提升综合素质，力争做到把真心献给事业、把爱心献给学生、把良心献给社会。2、要加强校长队伍建设。学校办学水平的高低，与校长能力水平大有关系，没有好校长，学校可能就办不好。我们要提倡教育行家办学,建立健全校长选拔任用制度和任期制度，鼓励他们在实践中大胆探索，创新教育思想、教育模式和教育方法，着力建设一支懂教育、善管理、有创意的校长队伍。3、要加强教师队伍建设。教育的质量取决于教师的质量。要把好教师入口质量关，不断完善教师培训规划，健全教师继续教育制度和教师资格制度，全面提高教师业务水平。要重视改善教师的工作、生活条件，落实教师社会保障政策，在工资、住房、职称等方面消除他们的后顾之忧，让他们安心舒心教书育人，真正使教育成为太阳底下最光辉的职业，让教师成为社会上最受尊敬、最值得羡慕的人。

　第四、要坚持深化改革，推进教育事业创新发展。在当前新常态下，教育事业要与时俱进的深化改革，就要从**现在的教育发展实际出发，更新教育观念，创新教学手段，以教育体制机制改革，推动教育教学工作再上新台阶。1、要深化教育管理体制改革。各级教育主管部门要围绕全区深改工作，以转变职能和简政放权为重点，深入推进“管办评”分离，做到政府宏观管教育、学校专心办教育、社会参与评教育，使教育行政管理从微观向宏观转变、从直接向间接转变、从管理为主向服务为主转变，逐步形成政教分开、权责明确、统筹协调、规范有序的教育管理体制。2、要深化办学体制改革。进一步落实学校办学自主权，大力推进依法办学、自主教学、民主管理的现代学校制度建设，使学校真正成为自我发展、自我约束的责任主体；同时要鼓励社会力量以多种形式兴办民办教育，加快构建政府、学校、社会之间的新型办学关系，形成以政府办学为主体、全社会积极参与、公办和民办教育共同发展的良好格局。3、要深化人才培养激励体制改革。各学校要按照适应国家和社会发展的需求，遵循教育规律和人才成长规律，注重因材施教，推动教育教学方法创新，倡导启发式、讨论式、参与式教学，激发学生好奇心、自觉性，培养学生创造性、发散性思维，为全面实施素质教育、大力培养创新人才提供制度保证。4、要积极推进中高考改革。考试改革是教育体制改革中的重点领域和关键环节，全社会都非常关注，目前省上实施方案还正在论证，但咱们的教育部门和教育工作者要积极加强对高考、中考改革的研究，多提一些好的意见和建议，及时根据政策调整教学内容，改进教学方式方法，提前做好相应准备工作。

　第五、要加强组织领导，推进教育事业长足发展。顺利完成今年教育各项工作任务，最根本的还是要夯实责任、抓好落实。1、要夯实责任抓教育。各级党委、政府要始终把教育摆在优先发展的战略地位，党政主要负责同志切实负起第一责任人的责任，高度重视、主动关心、大力支持，真正把教育工作抓在手上、放在心上，推动教育事业快速发展；分管领导同志要亲自研判教育形势，亲自研究教学部署，及时研究解决重大教育问题，确保各项工作任务落到实处。2、要加大投入保教育。进一步完善政府投入为主、多渠道筹集教育经费机制，积极鼓励全社会投入，注重动员在外人士为家乡教育事业捐资引资，不断拓宽教育资金的领域，促进全区教育事业长足发展。3、要合力推进促教育。全区上下要大力倡导“兴教助学、人人有责”的理念，引导社会各界树立正确的教育观，充分调动社会团体、企事业单位和公民个人关心支持教育的积极性，努力形成以重教为先、兴教为责、支教为本、爱教为荣的良好格局。要建立和完善群众对教育建言献策的平台，积极利用社会力量监督和评价教育、参与教育管理，促进全区上下形成“人人关心教育事业，人人支持教育发展”的强大合力。
