如何做称职的基层法院院长
我是XXXX年X月月经党组织安排到XX市人民民法院负责工作的。到法院工工作之前，曾在XX部门和乡乡镇任职，与法院虽是不同的的工作环境，但我十分珍惜这这些工作经历，因为它使我能能够更真切地理解普通老百姓姓的感受，更加注重体察社情情民意，更能深刻体会做一个个称职基层法院长的重任。以以下是我对做一个称职基层人人民法院院长的几点体会：
做一个称职的基层人人民法院院长，必须履行好以以下四种职能：
法官职业道德教育育是法官队伍建设的一个十分分重要的方面，任何时候都要要抓紧不放。抓好法官职业道道德教育，要从六个方面着手手：即突出一个核心，坚定正正确的理想信念；确立一个根根本，坚持审判工作正确 要积极引引导广大法官认真把握角色定定位，明确法官职业道德的““四个内涵”：即一是要做清清官，两袖清风，清廉如水；；二是要铁面无私，认法不认认人，讲法不讲情，讲原则不不讲关系；三是要刚正不阿，，不畏权势，不畏压力；四是是要为民掌权，为民执法，为为民服务。时刻牢记：人民法法院，人民当先。
（三）、协调职能。。协调是法院院长通过及时的的调整，使各项工作、各个部部门和谐地配合，以便顺利地地完成任务，达到既定的目标标。要运用表扬与批评、奖励励与惩罚各种手段，做到是非非分明。
（四）、决策职能能。决策是决定法院院长领导导工作成败的关键。不会决策策、不善于决策，就不是称职职的法院院长。决策就是抓大大事，就是抓事关法院前途的的事情。为了正确决策，要注注意克服事无巨细、事必躬亲亲；法院院长说了算、没有民民主性；当甩手掌柜、不负责责任等三种倾向。要保证决策策的科学性，必须加强调查研研究工作，使之建立在科学的的、实事求是的基础之上。要要做到这一点，必须深入实际际，开展调查研究，研究新情情况，解决新问题，提出新思思路。
二、一个称职基层法法院院长必须具备的以下素质质。
法院院长的素质是承担担领导责任的基础，是实施有有效领导的先决条件。明确法法院院长的素质要求，对当好好法院院长至关重要。法院院院长在班子中具有特殊的地位位和作用，这就决定了在素质质上较其他领导班子成员有更更高的要求。

（四）品品德作风要正。有没有良好的的品德作风，对于法院院长来来说十分重要。众所周知，法法院院长所处的特殊地位和作作用，决定了其品德作风如何何，不仅关系着警风、院风，，而且影响着人民法院和法官官在人民群众心目中的形象。。因此，作为法院院长，品德德作风一定要正。这就要求法法院院长要有建功立业的高尚尚情操；要有光明正大、公道道正派的高尚品格；要有谦虚虚谨慎、戒骄戒躁的精神境界界；要有良好的精神状态。
（五）接受监督要严。到了法法院院长的位置上，权力大了了，位子高了，抬轿子、讲好好话的人多了，求情办事情的的多了，遇到的各种诱惑和考考验也更多了。法院院长一定定要严格要求自己，自觉接受受监督，努力做到自重、自省省、自警、自励。一定要自觉觉服从党的领导，要经常向人人大汇报严肃执法情况，要主主动接受上级法院的监督。应应该强调，作为法院院长，必必须自觉参加民主生活会，带带头认真开展批评与自我批评评，使本单位党内民主生活制制度化、正常化，时时处处把把自己置身于领导班子和干部部群众的监督之下。要实行决决策民主化、办事公开化。对对于法院的各项工作，凡能向向干警公开的都要公开，广泛泛征求干警意见，倾听干警的的呼声。还要以制度保障监督督的实现，法院院长要带头执执行监督制度，狠抓落实。
三、怎样成为称职的基层法院院院长?
要善于从宏观上、、大局上观察事物、分析问题题和解决问题，从而把关定向向，驾驭全局。要敢于拍板，，敢于决断，不为一时一事的的得失所困惑，特别要克服依依赖性和怕承担责任的思想。。当然，敢于决断并不是盲目目决断。对于事关全局的重大大事情，要主持集体讨论，充充分发扬民主，然后集中决断断。要在错综复杂的矛盾中抓抓住主要矛盾，从各种方案的的比较中选出最佳方案，使决决断建立在科学民主的基础之之上。

四是要正确处处理与副院长之间的关系。要要加强副院长的沟通，增进相相互了解和支持。要放手让副副院长开展工作，使之有职有有权，增加副院长对自己的信信任感。对重大问题的处理，，要善于听取副院长的意见，，正确的、合理的要及时采纳纳，让副院长最大限度地发挥挥积极性和创造性。

（一）遵循审判规律律，努力推进审判方式改革
近些年法院职能不断扩大，案案件增多，审判人员的工作非非常辛苦，但法院的公信度依依然不高，当事人对司法不公公的反映也不少。因此必须重重点推进了以下几方面的改革革：
一是全面落实公开审判判制度，增强司法的透明度。。公开审判是宪法的重要原则则，是公正司法的制度保障。。法院掌握着最终裁判、生杀杀予夺的审判大权，因此审判判活动的整个过程都必须置于于公众的监督之下，使审判工工作重心实现了从庭外活动为为主到法庭上依法断案的历史史性转变，提高法院审判工作作的公信力，重塑法官的新形形象，提高法官的庭审水平，，逐步培育了法官公正、民主主、文明的职业内涵，推进了了法官职业化步伐。
二是加加强法律文书改革，做到以理理服人。司法公信度的本质不不是权力支撑，而是以理服人人。裁判文书是体现法院公正正性和民主性的重要载体。法法官要从增强透明度和说理性性入手，在文书中公开诉讼的的过程，公开查明的事实和证证据，公开判决的法律依据，，并要求做到法理和情理相结结合，起到以理服人的效果。。
三是不断推进执行改革，，努力缓解“执行难”。执行行工作直接关系到当事人的权权益和法院的判决能否得到最最终实现，近年来都是社会关关注法院工作的热点。执行工工作要实现优化组织、规范流流程、改变方式、增强透明度度和加强制约等五个方面转变变，不断拓宽执行渠道，更好好地确保申请人债权的实现。。
（二）加强审判管理，探探索建立确保司法公正、高效效的长效管理机制
一是实行行案件流程管理。所谓案件流流程管理，简单的说就是由专专门的部门（即立案庭）对全全院案件从立案、开庭到结案案的整个过程进行管理、控制制和监督，最大限度地降低了了案件审理过程中程序的随意意性。
二是加强审判质量管管理。审判质量是司法公正的的核心。建立一套科学合理的的审判质量评估体系，反映当当事人服判息诉情况的上诉率率、申诉率、调解撤诉率和信信访量；反映上级法院对案件件处理结果的改判、发回重审审率；反映债权实现情况的执执行到位率等作为综合评定审审判质量。强调进一步发挥审审委会和审判监督庭的监督作作用，通过建立以审监庭为龙龙头的案件评查组，做到常规规检查与专项检查相结合，以以增强质量管理的主动性。仅仅去年我院就发了审监《评查查通报》４期。
三是重视制制约监督机制的建设。设计一一套符合审判工作特点的内部部监督制约机制，把高度集中中的审判权通过管理的手段加加以分权和制约，从源头上遏遏制违法违纪现象和腐败行为为的滋生。坚持裁判权与流程程控制权分离、审判权与行政政权分离之外，还针对审判工工作中的一些重点环节加强了了机制的建立和完善。
（三）增强服务意识，树立立全局观念，切实履行人民法法院的审判职能
人民法院当当前在审判工作中履行法律职职责，维护国家安全和社会稳稳定，平衡和处理好各种社会会利益，关键是要不断增强服服务意识，为改革、开放、稳稳定的大局服务。
一是不断断端正办案指导思想。要求审审判人员应遵循市场经济规律律，坚持双方当事人的平等地地位，尊重当事人在不违反国国家禁止性规定前提下所形成成的真实意思表示和契约效力力，以切实维护和保障社会信信用及公平竞争的市场秩序。。

（四）加强队伍建设，，努力造就一支高素质的法院院队伍
司法公正，归根结底底取决于法官的素质。迅速提提高全体法官和工作人员的素素质始终是我和院领导班子这这几年放在首位的一项重要工工作。重点抓了以下几个方面面工作：
一是促进审判人员员的观念转变。强调新时期的的法院队伍建设，首先要用现现代司法理念来武装头脑。以以进一步克服特权思想、衙门门作风，摆正与人民群众的关关系，从根本上促进审判人员员司法服务观念的确立和审判判作风的转变。
二是提高法法院队伍的专业层次。由于历历史的原因，法官中法律院校校“科班出身”的人员比例低低,且有法官断层的隐患存在在。对此，我院近年来特别注注重加强队伍的专业和文化建建设，鼓励干部再学习，提高高学历层次。在法官干警学历历教育上广开绿灯，在经费上上给予保障，争取条件，让法法官外出学习培训，开拓视野野，汲取新信息，树立新的司司法理念。
四是是提高法官任职的标准和要求求。使法官队伍向高素质、高高层次发展，确保了新任法官官的质量。
五是坚持以人为为本，引导法官自律。法官队队伍是一个肩负着神圣使命的的特殊职业群体。对于法官队队伍建设要坚持以人为本，倡倡导和培育一种新时期先进的的法院文化，从而引导法官加加强自我约束、自我教育和自自我完善，塑造起法官特有的的职业品质。并以发布“戒酒酒令”、实行“廉政保证金””制度等形式，规范法官干警警的行为，努力营建一支作风风硬、纪律严、业务精的法官官队伍，要坚持思想政治教育育、廉政教育的同时，健全党党团工会基层组织建设，鼓励励支持其开展各种有益文艺活活动、业务竞赛活动，增强法法官队伍团队精神，增强法院院凝聚力、向心力。使广大法法官由原来的被管理者成为法法院管理的主体，从而进一步步增强其作为法院主人翁的““自尊、自重、自律”的意识识。
（五）接受人民监督，，重视听取和处理社会、群众众反映的意见
院长的权力没没有监督和制约，就会产生腐腐败。尤其是中国法治正处于于建设初期，法律制度不够完完备，监督机制比较薄弱，高高素质职业化的法官群体尚未未形成，加强人大及社会各界界对法院和法官的监督显得更更加重要。作为一名人民法院院的院长，自觉接受人大及其其常委会的监督是一项法律义义务。不仅院长要增强接受监监督的意识，而且要使全体法法官和工作人员增强接受监督督的意识，摆正同人民的关系系。对此，要着重抓了以下几几方面工作。
一是加强案件件督办工作，主动接受人大监监督。要充分认识：人大的监监督是对法院工作的最大支持持，是对法官的最大爱护，是是人民代表大会优越性的集中中体现。
二是做好人民陪审审员工作。人民陪审员制度是是社会主义司法制度的显著特特点，同时也是社会对司法最最有力的法律监督形式。为此此，我院认真落实了人民陪审审员制度，加大了对法院工作作的监督制约力度，促进法官官更加审慎地用好审判权。
三是不断加强和完善信访工工作。信访是人民法院倾听群群众呼声、加强与社会联系的的重要窗口，也是社会信息最最敏感、问题最为集中的地方方。因此，加强信访工作始终终是法院工作中的一项重要内内容。近两年我院重视改善窗窗口环境和信访秩序，安排资资深老法官专门负责信访工作作，以提高信访工作效率。
