流动党员管理新途径经验材料

　 xx市xx县经过改革开放20多年的发展，形成了一支以经营塑钢建材为主，网点遍布全国的销售队伍。在发展社会主义市场经济的大环境下，xx县共有707名流动党员在外务工经商，约占全县党员总数的7%。为加强对外出流动党员的管理，xx县从20xx年9月第一个流动党员党支部——xx镇党委驻上海流动党员党支部成立开始，先后建立了驻北京、上海、无锡等14个流动党员党支部和1个驻沪党总支，共接纳管理流出党员400多名，联系xx籍经商人员600多名，探索出一套以“双建互联共管”为主要特征的流动党员管理模式。

　一、主要做法

　以“双建”模式，破解驻外党组织组建难题。xx县结合自身特色，针对流动党组织班子难配备、经费难保障等问题，把党组织建立在商会之上，形成了行之有效的“双建”模式。一是“党总支+商会”的组建模式。20xx年9月，xx县委组织部利用组建上海市xx商会窗业分会的契机，成立1个驻沪党总支对辖属的7个驻沪党支部进行统一管理。在人员构成方面，党总支书记兼任商会会长，党总支委员与商会班子成员交叉任职。二是“党费+会费”的资金集约化使用模式。xx县委在驻沪党总支成立之前，先从党费中拨出一部分，用于配班子、租房子和挂牌子，为党总支的成立提供资金支持。xx窗业分会在驻沪党总支的领导下，按照《商会章程》的有关规定，广泛吸纳会员，合理收取会费，将收取到的会费作为活动经费，用于为会员和会员中的党员服务，实现了经费的集约化使用。

　以“互联”方式，拓展驻外党组织发展空间。xx县在流动党员管理中，逐步探索出“1+2”双向“互联”发展方式，实现了“1+2>3”的效果。一是通过“1联2”的方式，通过签订《党员—会员“互联”帮助自愿书》，让1名党员联系2名商会会员，引导商会会员诚实守信、合法经营，并把条件成熟的会员及时推荐给党组织，探索出“以党组织促服务，以服务强党组织”的良性发展之路。二是采取“2帮1”的方式，通过2名商会会员帮扶1户经营困难党员，利用商会会员在经商上的优势，解决党员的经济困难。截至目前，已有15名经营亏损的党员在会员的帮扶下，走出了经营困境。三是驻外党总支充分发挥组织优势，大力宣传xx的投资环境和优惠政策，为全县招商引资牵线搭桥，构建“回馈家乡”渠道。目前，通过流动党员的引介，xx县已成功引进项目10个，资金近亿元，促进了县域经济的快速发展。

　以“共管”方式，构建流动党员管理长效机制。20xx年之前，xx县的流动党员党支部建设一直是单独组建，与流入地缺乏有效配合，存在着流出地党组织“建后难管”、流入地“管时难接”的问题。为了争取到流入地党组织的支持，形成对外出流动党员管理的合力，20xx年9月xx县与张家港市组织部门密切配合，在组建张家港市杨舍镇流动党员党支部的过程中，探索流动党员党支部共建共管方式。xx县负责支部班子配备、支部制度建设、党员组织关系接转等，确定由县直机关工委负责对流动党员党支部的管理；张家港市则负责党员的教育培训、入党积极分子的考察培养、党费的收缴，并把流动党员党支部纳入当地党组织的考核、评比和表彰。流动党员党支部负责查验《流动党员活动证》，及时与流入地党组织联系，协助将条件适合的流动党员编入当地党组织。通过共建共管，实现了流出地与流入地有效衔接，使流动党员党支部既有“娘家”，也有“婆家”，进一步增强了对流动党员的管理效果。

　二、主要成效

　 xx县将驻外党组织建设成为流动的战斗堡垒，有力地发挥了流动党员的先锋模范作用。主要表现在以下几个方面：

　一是为外出流动党员服务家乡发展搭建了新舞台。流动党员党支部以宣传xx发展战略和招商引资优惠政策为契机，在组织引导外出务工人员为家乡经济建设出谋划策，为招商引资牵线搭桥的同时，对一些在外创业经营大户进行引导，鼓励他们回乡创业。20xx年底，雄鹰实业、凤凰纱业等一大批企业落户xx县工业园区，呈现出“人回乡、厂回迁、钱回流”的良好局面。

　二是为流入地构建和谐社会注入新力量。流动党员党支部在积极协助流入地党组织加强对流动党员管理，把流动党员纳入当地的党员管理体系的同时，还主动参与流入地的平安社区、文明城市创建，引导外出务工经商人员争当创建文明城市的宣传员、遵纪守法的监督员和处理纠纷的调解员，努力维护当地的社会稳定与和谐。

　三是为外出流动党员干事创业增添了新动力。为了加强对党员的监督和增强党员的荣誉感和责任感，xx县各流动党员党支部要求党员亮牌经营，并公布了向党支部投诉的电话。自从采取上述两项措施后，出现了意想不到的“三多”效果，即上门做生意的多，业务谈成的多，收入增加的多。如xx镇在上海的17名党员，自亮牌经营以来，业务明显增长，人均每月增收千元以上。

　四是为培养锻炼村组后备干部提供了新途径。流动党员党支部注重对务工经商人员中的优秀青年、入党积极分子进行考察培养。通过对他们创业的扶持和帮助，提高“双带致富”能力，并积极鼓励他们参加村“两委”换届选举，争当农村“双带标兵”。目前，一大批通过外出经商开阔了视野、熟悉了市场、懂经营、会管理的优秀青年进入了农村实用人才库和村组后备干部队伍，有39名回乡创业青年担任了村“两委”干部；务工经商优秀青年向党组织提交入党申请书109份，有13名同志加入了党组织，86位同志被确定为培养考察对象，为全县社会主义新农村建设提供了有力的人才支持和智力支撑。

　三、几点思考

　一是流动党员管理必须坚持以人为本原则，将管理与服务有机地结合起来。流动党员党组织在对流动党员进行教育、管理和监督的过程中，要摒弃视流动党员为管理包袱的错误观念，树立以人为本的思想，强化服务意识，寓教育管理于服务当中。流动党员党组织通过帮助流动党员解决在就业、居住以及子女入学等方面遇到的困难，以此增强党组织的凝聚力和党员的归属感，促进党员先锋模范作用的发挥，使流动党员的教育管理工作取得实效。

　二是流动党员管理工作必须与促进经济社会发展有机地结合起来。通过把流动党员党组织与促进经济社会发展相结合，把党组织建在一定的组织载体特别是各种新型经济社会组织之上，党员的先锋模范作用能够通过其他经济社会组织的发展壮大而充分体现出来，在推动流入地和流出地经济社会发展的同时，也不断增强了党组织的生命力和影响力。

　三是对流动党员必须坚持双向管理，将流出地管理和流入地管理有机地结合起来。流动党员作为党员队伍中的一个特殊群体，具有一身牵两头的特点。流出地或流入地任何一方党组织的单向管理，都有局限性。只有当流出地与流入地党组织密切配合、构建有机衔接的双向管理机制，才能充分发挥出流动党组织和流动党员的“两个作用”，取得较为理想的效果。
