国家广播电影电视总局科技司司长王效杰主题报告实录重点介绍一下有线电视数字化的情况和我们广电网怎么样适应“三网融合”的要求
有线电视网从90年代初期开始发展，经过多年的发展，主要是依靠各级广电部门自筹资金建设发展起来的，有线电视网络现在我们看到是一个国家的基础信息网络，但是这个基础信息网络在当时建设，国家并没有投钱，而是由各级自筹资金来建立。有线电视网络现在的现状是分散，我们分散，按照网络运营商来说，我们这个网络在各个省，各个地市，各个县，甚至还有很多乡镇，网络运营商来说，全国大大小小可以说有二千多运营商，有的有线网络还是个体的网络，网络分散的格局就造成了各自独立运营，网络的技术水平应该说还是很落后的，首先都是模拟的，其次都是单向的，有的地方网络当时建设的条件受到资金的限制。
现在网络有线电视网络320万公里，有线电视用户1.6亿户。有线电视格局主要在城市，作为城市的居民收看电视的主要手段，所以我们国家有超过4亿户家庭，有1.6亿户主要通过有线电视的方式来收看。随着数字化的推进，从2003年推进有线数字电视化，完成数字化整体转换城市有106个，目前有线电视用户超过5000万户，这个数字化的用户在有线电视网络里存在着三分之一，其中五千万户都是数字真正实现双向网络模式，网络覆盖的用户超过400万，真正双向的用户并没有，只有几百户，正是因为有线电视数字化的发展和“三网融合”的要求，目前有线网络的现状离这个要求差得非常远，因此今年7月29号广电总局发了一个文件《关于加强广播电视有线网络发展的若干意见》想通过这个文件再加大力度，加快推进有线电视网络的改革、发展，更好的适应“三网融合”的要求。这个文件给我们提出来了有线网络发展改革的总体要求和工作目标，概括起来就是四句话，由小网向大网转变、由模拟向数字转变、由单向向双向转变，由用户看电视向用电视转变。展开介绍一下这四个转变。
由小网向大网转变。就是说要把分散在全国的大大小小的网络进行整合，整合分两个步骤，第一个步骤先是以省为单位，进行全省性的网络整合。现在已经实现全省网络整合的省有11个，我们提出来的目标到2010年底实现一省一网，31个省全部实现网络整合，现在看只有11个省完成整合，在这11个省里有的整合没有整合到县，只是地市级网络整合。应该说距离这个目标还是有很大的差距，完成这个任务确实面临的困难比较大，这是必须要下的决心。在全省性网络整合同时，抓紧培育市场主体，建立全省统一运营的网络公司。这个整合不是行政部门的合并，而是我们通过网络整合进行企业化的改制，把它真正变成市场的运营主体，真正变成统一运营的网络公司。在网络整合过程中，在文件中要求，坚持行政推动，意味着这张网是国家的基础信息网络，是各级党委政府也是传播广播电视的工具，在网络整合，网络改革发展过程中，离不开党委政府的领导，离不开行政的推动。第二坚持市场运作，在网络整合过程中，我们是要按照市场经济的要求，进行转制，整个运作按照之市场化方式来运作，而不是简单的行政合并也不是一平二调。第三个存量保值，增量分成。在网络整合过程中，充分考虑到各级广电部门原有的网络基础，原有的利益要保证。各级网络的建设，是当时靠各级广电自筹资金建立起来的，现在要整合到一张网，充分考虑到各级的利益。做到原有的存量要保值，在整合发展以后，产生的增量，大家共同享用。这次新提了一个政策，支持省级网络公司跨省重组扩张，这是为了网络公司做大做强。有的省整合以后，效益比较好，也上市了，上市以后，在网络数字化以后，要规模化、集约化、产业化发展，在条件适当的时候，也鼓励他们走出去，跟其他的省之间来跨省重组，组合成更大的网络公司。最终我们的目标是全国形成一张网，只有全国的广电网形成一张网，才能真正发挥网络的效应，才能真正适应“三网融合”的要求。我们现在第一步先是以省为单位网络整合，现在正在抓紧调研，也正在制定方案，正在开始酝酿把全国有线电视网络整合成一张网，变成全国统一的运营主体，一个网络公司，最终能够把全国广电这张网培育成全国性的运营商。
第二个转变是模拟向数字转变，加快有线电视数字化整体转换。2003年就提出了有线电视数字化转换的时间表，现在按照这个时间表的要求，有的地方已经完成任务，有的地方还有一定的差距，这个文件里重申到2010年直辖市和东、中部地区的地市以上的城市都要实现有线电视数字化，在东、中部县级城市还有西部地区大部分县级以上城市要基本完成有线电视数字化。2015年要求全国所有县级以上的有线电视网络都要完成有线电视数字化。
第三个转变由单向向双向的转变。数字化不是目的，不是把模拟信号变成数字信号就完成了，数字化的目的给用户提供更好的服务，单向的网络就受到限制，用户在主动的，要交互看电视获取信息的时候，单向网络受到限制，随着双向技术的成熟，我们提出来有线电视网络向双向完成。刚才说五千万用户是单向用户，我们也要求这些网络，这些用户尽快变成双向的，通过双向化改造变成双向的。同时没有进行有线电视转换的网络，直接一步到位，转换成双向，直接给用户发放双向机顶盒。现在很多网络已经开始这么做了，像湖南省网、哈尔滨市网，地级市网络，在数字化整体转换过程中，直接给用户发的双向化机顶盒。我们要求2010年底，全国大中城市城区有线网络平均双向用户覆盖率达到60%以上，这个要求也比较高，各地方的网络差距还是比较大的。到2011年底，全国大中城市平均双向覆盖率达到95%以上，其他地级城市要达到50%以上，到2012年底，应该说全国有线网络双向率应该是比较高的，要求力争达到80%以上。
第四个转变就是用户由看电视向用电视转变。过去常年广播电视给用户提供的就是单一模式的广播电视服务，也是按频道提供的广播电视服务，用户家里有个电视机是想看电视打开看，不看电视没有这个需求就关上了，并没有成为一个信息工具，一个生活工具。随着按频道看电视，随着技术的发展和人们需求的不断增长，按频道看电视的方式已经不满足老百姓的需求了。因此广播电视在数字化发展的过程中，我们在确保按频道传输广播电视节目同时，积极发展各种新业务，包括高清晰度电视、付费电视、视频点播个性化的服务，来满足用户个性化的需求。本来广播电视是一个用户进行文化娱乐享受的手段，我记得在国际上有一个提法，电视是一个后仰文化，是坐在沙发上，轻松下来拿着遥控器看电视进行文化享受的文化。计算机是一个前倾文化，趴在电脑前面进行工作的状态，随着互联网技术的发展，在计算机上也提供了音视频服务，把很多电视用户吸引到计算机上，因为他认为在计算机上他是主动的，有选择的去看他想看的内容，而在电视机上是被动的，没有选择看电视频道。当时有一种提法说后仰文化已经不行了，随着数字化的发展，后仰文化能更充分发挥它的优势，坐在沙发上，通过电视机选择我们喜欢看的节目，喜欢看的视频，特别是视频内容，高清晰度电视带来很高质量的画面，很好的精神享受，在沙发上坐着后仰的姿态也能够有选择的，主动的来获取我们要看的节目，这就是数字化给后仰文化带来更大的优势。所以我们用户看电视向用电视转变，第一把用户吸引到电视机前，让他通过电视机感受到更好的服务。
数字化也拓展了广播电视的服务领域，在提供广播电视服务的同时，在这张网络上，可以提供各种信息的服务，把电视机变成家庭多媒体的信息终端，在这上面提供政务信息，提供各种社会教育的服务信息、提供综合的生活信息、文化娱乐的各种信息，还有商务、金融支付以及各种宽带数据接入，提供这些服务，真正使电视机变成家庭多媒体终端，变成信息的工具，当电视机成为信息工具，成为生活工具的时候，老百姓就离不开。老百姓的理念就会发生变化，过去是看电视，今后是用电视。
我们也把广播电视这张网变成了信息化的支撑平台，变成信息化的网络，在一个城市，在我们的国家就会把广电网作为国家信息化重要的支撑平台。举个例子，在杭州，华数把杭州的电视网变成信息网，杭州市党委政府就把广电网作为了这个城市信息化一个支撑平台，市委书记就跟我们说，我们没有把这张网当成广电网，把这张网当成这个城市信息化网络，党委政府需要发布的信息，需要提升这个城市信息化水平都想到这张网，他们在这个城市，包括市政建设，停车位的管理，自行车的管理，社保基金，公积金信息的传输，全部都利用广电这张网，通过这张网作为政府跟居民，跟老百姓沟通信息的纽带桥梁。所以数字化，广播电视网络改革发展，数字化最终目标把广电网变成信息化网络，要把电视机变成家庭多媒体的信息终端。
在推进的过程中，我们在文件里也提出来，鼓励有线电视网络的运营企业通过一些技术输出、业务模式输出，开发新业务的模式，进行业务联合，互联互通，联合发展。在一张网上，我们要把这个网变成信息化的网，变成一个能够主动的看电视，能够选择的看电视，能够提供多样化服务的网络，这里需要大量的内容资源。对于任何一个网络来说，单个网络自己来组织大量的内容资源，这都是比较困难的，也是不现实的。如果每个网络都组织同样的内容资源，实际上资源也是浪费的，我们也就鼓励 在数字化、网络化发展过程中，也就像一个规模化、集约化的方向发展，就鼓励已经率先拥有了大量的内容 资源的这些网络运营企业，他们可以走出去，可以跟其他的网络联合发展。这样能够带动更多的网络尽快的建成信息化平台，能够真正使我们更多的城市，更多的网络，都真正能够实现用电视的转变。
在推进有线电视网络发展的过程中，就深深体会到服务的重要性。过去我们的广电网络是一个模拟的，单向的，是点对面的广播，提供几十个频道，简单的服务，那时候在服务还没有提到一个非常重要的议程上。数字化以后，我们网络提供大量的业务，为用户提供多样性，个性化的服务，一对一的服务，对网络的服务水平提出 更高的要求，特别是数字化给用户带来的变化也是很大的，我们就说数字化不光给广电系统带来很大的变化，包括技术条件，包括我们的服务水平，生产的方式带来变化，对用户来说也带来非常大的变化，收视习惯有改变，过去打开电视机按频道就看电视了，现在打开电视机看到菜单，从菜单里选择自己需要看的内容，这样给用户收视习惯带来很大的变化，感觉比原来复杂一点。对消费理念有一些变化，过去一个月交基本收视费，给这些都可以看了。数字化以后，有个性化服务，有的想多看一点，要多交点钱，用户消费理念有一些变化。这些变化怎么更好，更快的完成这个转变，这个需要我们强化服务和管理，提高网络的服务水平，规范我们的服务内容，规范我们的操作流程，完善我们的服务队伍，同时要大力做好宣传，耐心做好解释工作。我们在这个文件里，对客服中心、营业场所都提了具体比较量化的规定，提了要求。现在正在组织制定有线电视服务质量管理办法，通过这些办法来建立完善有线网络服务质量管理和监督体系，完善相应的管理手段，切实提高有线电视网络的服务水平。
有线网络的改革和发展还是相当艰巨的任务，我们小网还要整合成大网，模拟还要转成数字，单向要转成双向，还要在上面开发各种业务。最终全国的网络连成一张网的时候，要向下一代广电网演进了。在这个条件下，科技部和广电总局经过长期的酝酿，我们共同联合来建设，提出来联合建设下一代广播电视网，去年12月4号两个部就签订了国家高性能宽待信息网暨中国广播电视网自主创新合作书。今年7月31号，科技部、广电总局和上海市共同签订了在上海进行NGB示范网建设的合作协议，同时在上海宣布下一代广播电视网开始启动，这标志着下一代广播电视网的建设进入了实质性的阶段。什么是下一代广电网，很多人也在提出来你们是不是要新建一张网，不是现在这张网了，我们说不是，建下一代广电网就是在现在已有的有线电视数字化基础，还有无线的发展移动多媒体广播CMMB基础，同时在国家863项目成果，高性能宽带信息网核心技术这个成果基础上，构建适合我国国情又是“三网融合”有线无线相结合，全城全网下一代广电网。
NGB主要特点有四个方面就是全程全网，互联互通，宽带双向，可管可控。
所谓全程全网，在整个网上，实现媒体内容全网交换，资源共享，我们要给用户提供多样化的内容服务，这些服务在网络之间的互联互通，充分各个地方媒体内容的资源优势，实现资源共享，同时在全网之间，内容业务的调度，业务的互操作，并且全网的统一管理，统一运营，包括区域间本地网的结算，通过三个方面来实现全程全网。
跨区域跨网络，我们描绘下一代网，把全国的广电网连成一张网，这张网实现内容、业务的互联互通，对用户来说，看电视获取这些内容的理念跟现在不一样，现在比如我是北京歌华的用户，有一个机顶盒，要看的内容，只能是歌华有线前端提供的内容，上海的内容、南京的内容、杭州的内容就是看不到了，可能各个网络有差异化，有的 网络提供的内容多，有的提供少，但是用户享有的需求，满足不了。下一代网建成跨区域的平台，全程全网，用户坐在自己家里就能看到其他网的内容。
还有广播电视内容是我们最大的优势，各个电视台都储存大量的节目内容，而这些内容用户想看，电视台又没有频道时间安排去播出，这些内容在库里睡大觉，下一代网，通过网络的互联互通，通过各个有线前端或者各个电视台媒资库都变成了服务器，用户通过自己的机顶盒，相当一台计算机，通过跨网络，跨平台，到各个库，各个前端去获取我需要的内容。这就是下一代网从用户角度来说对他带来的改变。我们在上海做下一代网络实验的时候，就设计一个页面，用户打开机顶盒看到中国地图，地图上有各个地方，用户想看哪个地方，先点那个地方，就进入那个网络的界面或者那个电视台的界面，通过那个界面获取自己的内容。这个形态有点像当年有了计算机，后来有了互联网，这个在广电网上的互联网，充分体现了广播电视的优势，在这张网上，因为广电网有带宽的优势，内容的优势，通过这张网能够获取到像高清晰度电视质量有保障的，节目质量非常高的内容。我记得有的媒体记者跟我沟通的时候就说你描绘的下一代网络(NGB)好像跟现在在互联网上看东西感觉是一样的，有什么意思，当时提出两点，第一是前倾文化和后仰文化的区别，我坐在电视机前看是一种享受，在互联网上看不是享受。第二在互联网上提供的视频服务和IPTV提供的视频服务没有质量保证，广播电视首先有一个对画面、对声音，对视频的质量有一个保证，只有广电网才能提供真正的文化娱乐的广播电视节目的高质量的服务，真正让人们是一种享受。应该说下一代广播电视网对用户提供服务方面，是有非常大的优势。
下一代广电网提供的业务种类就拓宽了，不光是单一的广播电视服务。人们说了要是单一的广播电视服务好像现在这张网络也可以满足了，进入了下一代广电网以后，在业务的种类上，就拓展了，除了音视频业务，还有信息类的业务，比如说各种政务信息、综合服务信息，包括一些 社区的服务，一些数据广播，还有娱乐类的业务，包括各种的游戏、卡拉OK，通过这张网都能够实现。还有应用类的业务，包括远程医疗、远程教育、金融支付、电视购物，还有消息类的服务。我们下一代网能够实现用户和用户之间的交流，这有别于现在的广电网的服务，现在广电网的服务是点对面的广播，播出者和收看者之间的交流，用户和用户之间没有交流，下一代网的时候，用户和用户之间交流，看了一个好的电视剧，再转送给你，发给你去看，有一个彩信，有一个短信，有一些信息，我们两个之间可以互联互通，可以互相交换，特别提供娱乐类业务的时候，比如说像打麻将，坐在我家机顶盒前打麻将，您在您家机顶盒前打麻将，在电视上打麻将，同时开可视对讲窗口，一边看着，一边聊着，一边打麻将，这是用户和用户之间的交流。业务类型有一个扩展，同时在形态上有一个扩太，过去基本的单向广播电视服务扩展到了双向互动的服务，还扩展了跨区域互通互联的服务，下一代的广电网追求的是宽带双向交互多功能全业务，把原来单一的广播电视媒体变成全媒体，在这上面，提供各种媒体的服务，各种信息的服务，各种的文化娱乐服务，把它变成了文化工具、信息工具还是生活的工具。
下一代广电网的还有一个特点是互联互通。在全网内内容业务互联互通，同时还有有线网和无线网互联互通，无线广播电视网有地面数字广播电视网还有卫星广播电视网还有CMMB移动多媒体广播电视网，这些网络随着数字化的推进，我们在业务上，有线和无线进行互联互通， 在家里看有线，没看完，出门拿无线，车载的，手持，各种移动终端可以同时看，虽然终端不同，但是提供的内容都是一样的，都是在NGB网上提供全业务。不光广电网之间有线无线的互联互通，还有与互联网，与通信网，与他们其他各种信息网络实现互联互通。不光是媒体内容的互联互通，包括通信、短信、电话，互相之间的互通，还有互相的链接，下一代广电网一方面是广电网上的下一代广电网，另一方面通过下一代的广电网给用户带到更广阔的用户空间，满足不断增长的各种需求。
下一代广电网也是可管可控的。因为广电网最大的特点是安全性，从物理上来说也是专网，安全性就能够保证，在满足用户信息化的同时，也是给他提供了健康的绿色的信息内容，媒体内容。可管可控是下一代网对媒体内容进行监管，进行检测，包括安全的传输，同时在网络里，各种业务，这些业务的运营，这些业务的获取，用户跨网的，跨平台获取业务，有一个管理，有一个网管控制的问题，还有对用户服务的管理，在整个下一代网上，都能够实现。在现在广电网上特别模拟广电网上对用户的粗放的管理，对频道不能精确管理，在下一代网上都可以实现。
下一代广电网是靠现在自主创新的技术来支撑和发展，包括核心的共性技术，包括网络的承载技术，接入网的技术，城域网的技术，还有跨区域骨干网的承载技术，除了网络硬件技术以外，还有在上面的业务支撑，涉及到各种技术，包括各种业务平台，业务分发交换平台，互联互通平台，媒体内容、信息内容、数据内容，各种融合业务的平台，都靠不断开发业务支撑技术来进行发展。同时在这个网络上，还有管理支撑技术，就是对网络的，包括业务的管理，内容的管理，结算的管理，我们现在也正在编机顶盒的码号地址，今后每个机顶盒有一个自己的码号，有一个地址，这样做到机顶盒、机顶盒，用户和用户之间的互相通信，互联互通。互联网需要这几个技术自主创新的成果，在这个基础上，不断开发，这也是靠各位专家，靠大专院校研究队伍，还靠生产企业，大家一块共同努力，来开发，来推进。
下一代广播电视网的推进，带动了产业链的发展，自主创新的一些核心技术，一些知识产权撬动NGB产业链的发展，技术要改造，网络要发展，同时业务要拓展，相关的包括芯片、设备、软件系统、集成网络还有内容服务，这一系列的直接会撬动经济的发展，对于电子信息产业来说，制造业来说，就会拉动千亿级的量级的发展。对于里面的内容产业来说，包括现代服务业来说也是能够带动，我们估算了一下，每年千亿级的发展，下一代广电网的建设，对促进国民经济的增长，拉动内需是非常有意义的，特别是当前应对金融危机，我们推出下一代广电网的思路，对我们国家，对百姓，对国民经济发展都是非常有意义的。
下一代网设计了一个路线图，因为是一个演进的过程，下一代网不是一个从零或者平地而起的，要单独建一个网络，是在现有网络基础上，逐步演进到下一代网络，有一个路线图，一方面现在是改造我们的基础设施，完成有线电视的数字化、双向化的改造，同时在体制上网络要整合，要全国形成主体，逐步建立NGB业务支撑平台，完善NGB各种技术体系、业务体系还有管理运营体系，刚才提到那么多技术，还要制订建立标准体系，通过这些建立，来逐步平滑过渡到下一代广电网。
在时间上做了一个规划，先用两到三年的时间，建成现在覆盖全国主要城市的示范网，就是现在的一些主要城市数字化改造、双向化改造，开发各种业务，网络和网络之间互联互通，在这上面，我们往里不停地装各种业务，这样建成全国的示范网，最终我们要用十年的时间建成下一代广电网，这个广电网不单单在有线电视方面，而是有线、无线相结合的全程全网的广电网。
我们广播电视网实现数字化，演进下一代网络是推进“三网融合”的基础和前提，就是要实现“三网融合”，只有我们自己的广电网实现了数字化，演进下一代网络才可以说“三网融合”。广电网是我们国家最普及的信息工具也是最便捷的信息载体，也是最安全的信息渠道。所以，广电网上实现“三网融合”对国家、百姓都是意义非常重大的。广电网也进一步发挥我们的优势，同时广电是支持三网融合，用户三网融合，同时广电把推进三网融合落实到行动上，就是加快下一代广电网德建设，真正为三网融合充分发挥广电网的优势，为三网融合做出更大的贡献。
