全区党建工作会议讲话稿

　今天，区委召开党建工作会议。这次会议，既是贯彻落实上级有关会议精神的要求，也是巩固拓展党的群众路线教育实践活动的需要；而把纪检、组织、宣传、统战4个部门工作放在一起部署，既是基于精简会议的考虑，也是因为这四项工作都是党委工作的重要组成部分，相互之间联系紧密，合在一起部署，更能体现大抓党建、抓大党建的导向。区委高度重视党建工作，会前，区委党建工作领导小组专门研究了今年党建工作责任制，修改稿已发给大家，正式稿等区委常委会通过后印发。从去年年底开始到近段时间，我也抽出了一定时间和精力调研党建工作，如区委理论学习中心组专题学习中我的发言主题就是加强村级治理，特别是走访了一些村、社区、企业和党代表工作室后，我深深感受到党建工作重心在基层、活力在基层、创新在基层，深深感受到抓党建工作的紧迫感、责任感和使命感。

　刚才，纪组宣统4个部门的有关负责同志就党风廉政、组织人事、宣传思想、统一战线等各条线上的党建工作作了具体部署，他们对线上工作的思考、上级精神的领会、下步工作的安排都很到位，谋划深、举措实，非常全面务实，是一张张任务清单、责任清单，希望大家结合实际抓好落实。财政局、**街道、平水新城作了表态发言，认识到位、思路清晰、措施有力，希望大家学习借鉴。下面，我讲四点意见。

　一、充分肯定党建工作取得的成绩

　过去一年，我们积极应对各种困难和挑战，合心合力、攻坚克难，经济报表和平安报表都交出预期答卷，尤其是扎实推进“五水共治”、“三改一拆”、小微排污企业整治等一系列攻坚克难专项工作，一级做给一级看、一级带着一级干，解决了一批难事、办成了一批实事。这些成绩的取得，都与党建工作强有力的保障密不可分。过去一年，全区党建各项工作扎实推进，有特色、有载体、有成效，成绩可圈可点，许多工作走在了全市、全省乃至全国前列。纪检工作坚定有力，认真落实党风廉政建设“两个责任”，狠刹“四风”，严惩腐败，出台“村干部作风建设十项规定”、规范农村集体“三资”管理，落实“三转”成效显著；组织工作保障有效，高标准、高质量完成党的群众路线教育实践活动，扎实推进区镇村三级干部双向评价、“三合适”村干部队伍建设、重点帮扶村整转、在职党员“两地报到、双岗服务”等工作，夯实了基层基础；宣传工作引导有方，完善区委理论学习中心组学习、机关干部“周一夜学”等制度，农村文化礼堂建设有序推进，“幸福水乡才艺秀”等活动有声有色，网络舆论引导和新闻宣传成效明显；统战工作聚力有为，积极推进“天南地北绍兴人”联谊会、海外同乡联络站等平台建设和知联会扩面工作，完成宗教活动场所和民间信仰场所违建专项整治，在协调关系、化解矛盾、凝聚人心上作出了积极贡献。可以说，一年来广大党务工作者开拓创新、扎实工作，展示了良好的精神风貌和过硬的政治素质，在加强党的建设和推动**经济社会发展中发挥了不可替代的重要作用。

　二、清醒认识党建工作面临的新形势、新任务

　新一年的党建工作，形势和任务都发生了重大变化。一是上级有新要求。十八大以来，以习近平同志为总书记的党中央提出了“四个全面”的战略思想和战略布局，其中全面从严治党是灵魂和根本，从严管党治党已成为新常态。省委、市委对进一步抓好党建工作也提出了具体要求。这些任务和要求是我们做好新时期下党建工作的重要遵循。二是发展有新需要。**区处于结构调整阵痛期、转型升级关键期、深化改革攻坚期。区委审时度势，提出要致力打造“时尚**、印象**、幸福**”，明确了今年十方面70项重点工作，并要求全线发力，让高标准成为新常态，勇争一流、走在前列，所有这些既为党建工作提供了难得的历史机遇和平台，也对党建工作提出了更高要求。三是工作有新考验。当前，党建工作还有一些薄弱环节，存在认识偏向、抓手偏少、举措偏软、责任偏弱等问题。比如，部分基层党委书记抓党建工作的责任意识尚需加强，从严从实管理党员干部还有距离，违法违纪案件有所发生，基层组织建设规范化水平还不够高，等等。新形势下，党建工作只能加强、不能削弱。我们要切实增强责任感使命感，牢固树立“抓党建就是抓发展、抓发展必须抓党建”的理念，严格落实从严治党要求，不断提升党建工作科学化水平，为打造“三个**”提供有力保障。

　三、切实加大党建工作力度

　纪检工作要着力正作风、提效能。立足从严治党、优化环境，切实加强党风廉政建设和反腐倡廉工作，营造风清气正的发展环境。一要全面落实党风廉政建设“两个责任”。进一步扎紧扎密制度笼子，加强对干部的监督管理，保持惩治腐败高压态势，更好发挥案件查处的震慑、警示和正本清源作用，着力构建不敢腐、不能腐、不想腐的有效机制。二要严格执行纪律。切实把守纪律、讲规矩摆在更加突出位置，特别是加强对区委区政府重大决策部署、十方面70项重点工作落实情况的监督检查，有力地推动全区中心工作。三要坚持正风肃纪。作风建设永远在路上，要坚持在抓常抓细抓长上下功夫，传承和发扬“靠作风吃饭、凭实绩说话”的优良传统，认真落实“聚神聚力、提标提速，勇争一流、走在前列”的行动准则，着力解决基层群众反映强烈的突出问题，坚决防止“四风”反弹。四要提升工作效能。通过加大明查暗访和追责力度，着力解决少数机关干部责任不强、状态不佳、效率不高等问题，进一步提高机关效能、优化政府服务。

　组织工作要着力抓队伍、打基础。无论是实现“三个**”美好蓝图，还是推进各项具体工作，归根结底要靠各级党组织来实施，靠各级干部和广大党员来推动，靠各类人才包括企业家来支撑。一要巩固拓展教育实践活动成果。认真抓好“整改落实、建章立制”各项任务，巩固已完成的整改事项，盯紧正在整改的工作落实，对难度较大的整改要动真碰硬、攻坚克难，确保整改事项件件有着落、事事有成效。二要抓好队伍建设。抓好领导干部队伍，坚持崇实干、重实绩的用人导向，完善三级干部工作实绩双向评价、领导干部能上能下等机制，建设“好班长”、“好班子”、“好梯队”；抓好村干部队伍，抓两头促中间，树立先进典型、鞭挞后进分子，选树一批“杭兰英式”的好干部，着力打造一支“三合适”村干部队伍；抓好企业家队伍，深化“三重三爱”主题活动和“信用**”建设，重点加强新生代企业经营者的教育培训；抓好各类人才队伍，坚持党管人才，做到人才引得进、用得好、留得住；抓好普通党员队伍，严把进口关，加强党员教育和“先锋指数”考评，改进流动党员教育管理机制，稳妥做好不合格党员处置工作。三要推进基层治理。积极开展农民合作社、家庭农场、村转社区等农村基层党组织建设全国试点，深入推进服务型党组织建设、两新党组织规范化建设、重点帮扶村整转、在职党员“两地报到、双岗服务”等制度，健全落实村级事务准入制，着力构建在党建统领下各类社会组织共同参与基层治理的格局，不断提升基层党组织的活力。同时，推动人、财、物等各种资源向基层倾斜，建立健全驻村指导员、助企指导员、党建工作指导员制度，强化工作经费、活动场所等保障。

　宣传工作要着力鼓干劲、造氛围。意识形态是一项极端重要的工作，必须牢牢把握领导权、管理权和话语权。要牢牢把握正确舆论导向，营造积极向上的发展氛围。一要增强思想共识。坚持区委理论学习中心组专题研讨战略课题，更好集思广益、形成共识推进区域又好又快发展。规范区镇两级党委理论学习中心组学习，完善机关干部“周一夜学”制度，提升学习效果。引导党员干部践行“三严三实”。开展公务人员集中学法。二要加强舆论引导。大力开展“三个**”的主题策划宣传，加快建设“全媒体”宣传管理平台，健全深化“网络民生直通车”机制，更好汇聚发展正能量，切实讲好“**故事”、传播“**好声音”。要把小事做大，挖掘出特色、亮点和闪光点，把先进典型总结出来，引起全社会共鸣；要把大事化小，针对负面信息，坚决防止曲解误读甚至歪曲放大；要把坏事变好，对负面报道正面引导，及时总结规律，防止类似错误重犯。三要加强基层文化工作。牢固树立阵地意识，推进系列文化惠民工程，发挥好文化礼堂的精神家园作用，加强基层文艺骨干队伍建设，积极推广村规民约，传播文明向上的乡风文化，弘扬社会主义核心价值观。文化既是事业、也是产业，一定要“两条腿”走路，积极推动文化创意、休闲娱乐、影视传媒等文化产业培育壮大。

　统战工作要着力搭桥梁、聚合力。统战工作是凝聚人心、汇聚力量的重要工作，必须主动担当、积极作为，调动一切因素，集聚聪明才智。一要充分发挥智力荟萃的优势。搭建参政议政平台，拓宽建言献策渠道，积极支持统一战线人士围绕“五水共治”、“三改一拆”、小微排污企业和低小散企业整治、城乡环境整治提升等工作献计献策，推动区委区政府决策民主化、科学化。二要充分利用联系广泛的特点。积极拓展“天南地北绍兴人”等联谊联络组织，积极为引才、引智、引资牵线搭桥，加强知联会、商会等基层统战社团组织建设，发挥乡贤作用，引导和促进农村各社会组织共同参与基层治理现代化。三要充分发挥民宗WW的职能。加强民族团结的教育，健全完善宗教场所建设管理，维护好民族宗教领域的社会稳定。四要充分发挥民主党派的作用。加大民主党派、无党派干部培养力度，加强和改进民主党派民主监督职能的发挥，提高多党合作水平。

　四、以强烈的紧迫感、责任感和使命感，把党建工作抓到实处

　各级党组织必须适应从严治党的新常态，树立“在党言党、在党为党、在党爱党”的理念，把党建工作摆在全局工作的重要位置，倾注主力、狠抓落实、务求实效。要强化责任落实。习总书记提出党建“三问”，即“是不是各级党委、各部门党委都做到了聚精会神抓党建？是不是各级党委书记、各部门党委书记都成为了从严治党的书记？是不是各级各部门党委成员都履行了分管领域从严治党责任？”我们要深刻认识，自觉增强阵地意识，认真落实管党治党责任。各镇街和部门党委要落实党建工作的主体责任，把党建工作紧紧抓在手上、扛在肩上，完善一级抓一级、层层抓落实的党建工作格局。各位书记是本地本单位党建工作的“第一责任人”，要牢固树立“抓好党建是本职、不抓党建是失职、抓不好党建是不称职”的理念，聚精会神抓党建，镇街党委书记要建立书记抓基层党建工作的责任清单制度。班子其他成员要按照“一岗双责”的要求，承担起该承担的责任，特别是今天列席会议的镇街党委副书记、纪委书记、组织委员、宣传委员，既要围绕中心工作抓党建，又要给党委书记抓党建当好参谋，真正把每条战线、每个领域、每个环节的党建工作都抓具体、抓深入。要强化工作合力。完善区委议事规则和决策机制，充分发挥班子整体合力。树立党建工作“一盘棋”理念，整合纪组宣统和群团组织等各方面力量，理直气壮抓党建、齐心合力抓党建、有声有色抓党建，努力构建大党建的格局。要强化探索创新。没有好的载体，党建工作就是务虚的；只有好的载体，党建工作才能抓出实效。要结合各自实际，勇于探索、敢试敢闯，努力创设党建工作新载体，着力打造在全市、全省乃至全国都有影响力的工作亮点。要强化督查考核。把区委区政府中心工作作为党建的主战场，以工作的推进来检验党建的成效。区委将加大对党建工作的研究部署、督促检查和考核评比力度，完善落实党建工作责任制，加强对党建工作考核结果的运用。要强化队伍建设。抓发展的关键在人，抓党建的关键也在人。必须把加强队伍建设作为党建工作的重要环节来抓。纪组宣统部门的干部要忠于事业、忠于职守、忠于岗位，从严要求、争做标杆。其他各部门各单位和各镇街也要按照政治坚定、纪律严明、业务精通、充满活力的要求，加强党务工作者党性修养和党建业务的教育培训，同时要加强关爱，为他们创造良好的工作环境和条件。
