律师执业年度工作总结
一、认真开展学习教育活动，切实加强律师队伍建设
1、深入开展中国特色社会主义法律工作者主题教育实践活动。
今年5月，制定下发了《关于在全省律师队伍中开展中国特色社会主义法律工作者主题教育实践活动的实施意见》，部署从今年5月至明年5月在全省律师队伍中开展为期一年的中国特色社会主义法律工作者主题教育实践活动。5月26日，召开各设区市司法局律管科(处)长会议对活动进行了全面动员部署。各设区市司法局结合当地实际，制定了具体的实施方案，进一步明确活动的指导思想、目标任务、方法步骤，并强化对各律师事务所开展活动情况的检查指导，确保活动顺利开展。
2、积极指导开展学习实践科学发展观活动。
我省律师队伍学习实践科学发展观活动在各级司法行政机关党委(组)领导、律师行业党组织具体组织下开展。省直党员律师参加了第一批学习，福州、厦门市直、泉州、三明、莆田、南平、龙岩、宁德的党员律师参加了第二批学习，其他党员律师参加第三批学习。省厅制定下发了《关于律师事务所开展深入学习实践科学发展观活动的指导意见》，成立了律师事务所深入学习科学发展观活动指导小组，下设办公室，具体负责律师事务所学习实践科学发展观活动的指导、督促、检查。11月19日省厅召开了律师事务所第三批深入学习实践科学发展观活动座谈会，对律师事务所第三批学习实践科学发展观活动进行专门部署，切实加大对第三批律师事务所学习实践活动的指导力度，推动学习实践活动扎实有效开展。
3、继续组织开展其它学习教育活动。
在学习教育活动中，坚持把开展中国特色社会主义法律工作者主题教育实践活动与深入开展学习实践科学发展观活动、深入开展党的十七大精神和胡锦涛总书记在全国政法工作会议代表和全国大法官、大检察官座谈会上的重要讲话大学习、大讨论活动、深入推进社会主义法治理念教育结合起来，引导广大律师积极开展思想讨论，努力找准工作中的突出问题和不足，提出加强和改进工作的方案和意见。
同时，组织广大律师认真学习《律师法》和司法部《律师事务所管理办法》、《律师执业管理办法》、《律师和律师事务所执业证书管理办法》等规章，进一步增强依法执业、规范执业的意识，切实加强律师事务所自身建设，努力实现自我教育、自我约束和自我管理。
二、着力完善律师管理规定，依法办理行政许可事务
1、制定下发两个规定。
根据新《律师法》及配套规章的规定，对我省现行的有关律师管理规定、管理办法进行清理，特别是组织开展修订省厅《关于律师事务所审核登记程序的暂行规定》和《关于律师证申领审核程序的暂行规定》工作。在处务会多次讨论形成《关于律师事务所设立审核程序的规定》(征求意见稿)、《关于律师证申领审核程序的规定》(征求意见稿)的基础上，于5月份召开了修订律师管理规定座谈会，征求各地律管科(处)长的修改意见。经充分考虑、吸收各地意见后，于9月21日正式印发《关于律师事务所设立审核程序的规定》和《关于律师执业证申领审核程序的规定》，进一步规范了律师事务所和律师执业的行政许可。
2、起草了省市县三级律师管理职责划分的意见。
根据新《律师法》和司法部配套规章，草拟了《福建省司法厅进一步明确省内各级司法行政机关律师管理职责的意见(初稿)》，有待进一步开展调研和征求意见。
3、依法办理行政许可事务。今年以来，全省共批准设立律师事务所40家，注销律师事务所1家，办理律师事务所重大事项变更130件;新颁发律师执业证320本，办理律师转所160人。
4、参与部颁规章修订工作。按照司法部律师公证工作指导司安排，我处参与了司法部规章《律师事务所年度考核办法》的起草工作，现该规章已形成送审稿。同时，还参与了部规章《律师事务所和律师执业监督检查办法》起草论证工作。
三、着眼确保律师正常执业，做好律师证照管理工作
1、做好律师证照加盖有效期延续章工作。
根据新《律师法》，对律师事务所和律师执业活动应进行年度考核，不再开展律师事务所年检和律师年度注册工作。但是，由于至今为止司法部《律师事务所年度考核办法》等相关规章仍在制定中，尚未出台，开展年度考核缺乏具体可操作性规定。因此，为确保我省律师事务所和律师正常执业，在今年4-5月份省厅对现行的律师事务所执业许可证和律师执业证加盖了有效期延续章，实现了律师年检注册工作向年度考核工作的平稳过渡，为正式启动年度考核工作打下了基础。
2、做好律师证照换发工作。
根据司法部安排，从20XX年10月1日起启用新版律师和律师事务所执业证书，从20XX年1月1日起原执
