《档案法》贯彻实施情况的汇报
我受市人民政府的委托，现向主住会议汇报我市《档案法》贯彻实施的情况。
一、贯彻实施《档案法》的基本情况
“十一五”以来，我市认真贯彻实施《档案法》，坚持依法治档，全面推进档案事业的发展，充分发挥档案工作在推动经济社会发展中的作用，取得了明显成效。先后被评为省档案系统先进集体、省“三农”档案工作先进单位和省第一批社会主义新农村建设档案工作先进示范县，同时，我市农民专业合作社档案工作经验在全省推广。在贯彻实施《档案法》上，我市主要做了以下几方面工作。
加强领导，档案工作环境不断改善
市人民政府高度重视档案工作，切实加强对档案工作的领导，把《档案法》的各项要求落到实处。一是把档案工作纳入重要议事日程。市政府把档案事业发展列入国民经济和社会发展“十一五”规划，召开会议专门听取档案工作汇报，研究部署档案工作。市委办、市府办先后印发了《关于开展机关档案年检活动的通知》、《温岭市重大活动档案管理暂行办法》、《关于加强全市民营企业档案工作的意见》、《温岭市著名人物档案管理暂行办法》、《温岭市电子文件和数字档案登记备份工作实施意见》等6个规范性文件，为我市档案开展依法管理提供了有力的依据。二是逐步健全档案管理网络。按照“统一领导，分级管理”的原则，明确各单位、各镇分管档案工作的领导，落实专、兼职档案管理人员，建立档案工作机构，落实基本保障经费，为《档案法》的贯彻实施提供了有力保证。三是逐年增加档案事业投入。XX年，将档案馆整体搬入市行政中心，为档案事业的进一步发展提供了良好的外部环境。同时，市政府每年安排一定的专项资金，用于重点档案的抢救和档案库房更新设备，仅XX年就投入50多万元资金对库房空调设备进行改装。
加强法制宣传，全社会档案意识不断提升
为增强社会各界依法保护利用档案的法制意识，市政府加大了《档案法》的宣传力度。以《档案法》颁布周年纪念活动，通过举办案例解说、法律知识竞赛、悬挂横幅、印发宣传手册、发送短信等多种形式开展《档案法》宣传活动。XX年，在《档案法》颁布20周年之际，专题制作《档案法》宣传图片，在全市机关、事业单位开展了档案法律知识竞赛活动，同时印制各种档案法律法规宣传资料颁发给广大市民。XX年，市档案局与市委宣传部联合举办了“石文化旅游节”《温岭市“三个文明”建设成就图片展》、《辉煌三十年—温岭改革开放三十周年成就展》，并选择广场、社区、学校进行巡展，受到市民的欢迎，增加了全社会的档案意识。
加强法制建设，档案依法监管工作不断推进
一是建立行政许可制度。XX年，市档案局经批准增设了行政审批科，挂靠业务指导法制科，制定了档案行政许可配套制度，档案行政行为得到进一步规范。目前，全市44个单位已完成《机关文件材料归档范围和文书档案保管期限》的修订报批。二是开展档案专项执法检查。按照台州市“四个一”的要求，市和县两级一年确定一个系统，开展一次执法检查，印发一个执法检查通报。“十一五”期间，我市先后开展了对重大活动、社会保障领域、信访等档案执法检查，针对各单位存在的不同问题，逐一提出整改意见并限期责令整改。三是建立档案年检制度。依法对各单位、镇实施档案年检，全市共有401家单位受检，对12家不合格单位，发出整改通知书并限期整改。通过年检平台，使全市机关档案工作逐步步入规范化、制度化、法制化轨道，提升了档案工作依法管理水平。
夯实基础建设，档案馆功能发挥不断提高
我们以“两个基地，一个中心”建设要求为目标，加快信息化建设、拓展档案服务功能为重点，切实加强基础建设。一是馆藏资源进一步丰富。按照档案法实施办法规定，先后开展了“民生档案”、 民主恳谈档案、民间谱类档案、珍贵书画档案、温岭籍在外人士档案、新闻照片档案等特色珍贵档案的专项接收与征集活动。全市新增档案3378卷万件，新增馆藏资料820册。二是档案查阅利用成效显著。XX年以来，档案馆共接待利用者11481人次，提供档案资料14579卷次，复制档案资料万页，积极配合全市新一轮编史修志工作，充分发挥档案为党委、政府和人民大众服务的功能。三是重点档案抢救工作步伐加快。抓住国家、省进行重点档案抢救和保护经费补助的机遇，争取经费60多万，对6012张民国地籍图纸档案进行数字化扫描。加快民国档案的抢救，共抢救民国档案329卷11536张，使一批珍贵档案得到抢救保护和有效提供利用。四是政府信息公开场所进一步加强。积极推进已公开现行文件查阅服务中心向政府信息查询服务中心转变，认真履行政府信息公开受理点的职责。XX年以来，共接收110多个单位报送政府信息公开纸质文件14344件，并全部进行了编目整理公开利用。五是档案编研成果不断创新。积极做好档案编研工作，精心组织力量，先后完成了《温岭年鉴》、《温岭籍在外人士》、《温岭民国组织简史》、《温岭乡贤传略》和《石芙蓉馆集》的编纂出版工作，《温岭年鉴》、《温岭民国组织简史》分别获得了首届中国地方志年鉴框架设计优秀奖、省档案局优秀编研成果一等奖，中国档案学会第六次档案文献史料汇编类三等奖、全省档案部门优秀编研成果第九次评选活动二等奖。六是档案鉴定开放依法开展。对馆藏建国后满30年的档案聘请老同志进行全面鉴定。对符合开放条件的1908卷档案，经审批向社会开放。七是档案信息化建设稳步推进。档案文件级条目总量达到了万条，馆藏知青、滩坑移民、山林延包、部分婚姻登记等民生档案进行了全文数字化，并建立了5个全文数据库，全文数字化纸质档案万页。开展了多媒体档案的采集和制作，接收、整理电子文件1200件。档案网站运转良好，逐步实现从单纯的工作宣传窗口向档案信息服务平台转变，实现信息资源的广泛共享，多次被省档案局评为全省档案系统优秀网站。目前，数字档案馆方案正在设计中。
拓展工作领域，民生档案不断深化
大力加强民生领域的档案建设，充分发挥档案工作在解决民生问题中的重要作用。一是推进“三农”档案工作。XX年以来，全市已有80家农民专业合作社档案达到规范化建设要求。深入开展示范镇、行政村示范档案室和规范化档案室创建活动，全市已建成镇1个、省级行政村示范档案室6个、省级行政村规范化档案室145个、台州市级规范化档案室594个，785个行政村档案室免费安装了档案管理软件。山林延包档案工作全面完成，全市有536卷山林延包档案接收进馆。二是社会保障领域档案规范化建设。加强对社会保障系统档案的监督指导，农村社会养老保险管理处档案通过了省二级目标管理认定，新型农村合作医疗业务管理中心档案目标管理通过省一级验收，成为全省率先达省一级标准单位。三是深化社区档案工作。结合和谐社区创建活动，推进社区档案规范化建设。在完成社区建档的基础上，全市有3家社区被评为省级“社区示范档案室”、3家社区被评为省级“社区规范化档案室”。四是严把重点建设项目档案验收关。建立健全档案登记制度，严把验收关，全市有10个重点建设项目通过了档案专项和单项验收。五是加强信访档案工作。开展信访档案规范化建设，XX年信访局档案通过了省二级考评验收。六是提升民营企业档案工作。全市有1150多家规模以上民营企业进行建档，2家档案工作上等级，同时加强对国有转制企业档案的监管，全市接收寄存国有破产、改制企业档案14家，计12088卷。
二、存在的主要问题
档案馆建设亟待进一步重视。近年来，全省掀起了新一轮档案馆建设热潮，一大批现代化的档案馆相继建成，而我市档案馆虽然搬入行政中心三楼，硬件建设大有改善，但是存在面积少、功能不全、安全隐患多等问题，与档案馆建筑设计规范要求不符，更与我市经济社会发展地位不相称，制约着我市档案事业的全面发展，也影着全国文明城市的创建。
档案管理现代化和信息化建设有待进一步加快。随着电子政务建设的迅猛发展，电子政务建设产生了大量的电子文件。为适应社会信息化的高速发展，档案管理必须采用现代化的信息手段。目前，我市档案部门及部分单位仍停留在原始的管理水平，档案查阅利用还停留在手工操作和条目注录阶段，档案管理和档案信息化建设严重滞后，影响着档案的查阅利用和快捷服务。
档案“四项经费”有待进一步落实。由于“四项经费”的不足，导致馆藏部分珍贵历史档案得不到及时修复和开发，散存于社会上的一些珍贵档案资料不能及时征集和收藏。
依法监管的力度有待进一步提高。《档案法》宣传还不够深入，档案工作还没有引起全社会的足够重视，档案工作有法不依的现象仍有存在。如不按规定立卷归档、移交档案，保管不善造成档案丢失损毁，有些重点建设项目档案未按规定进行专项验收，重大活动档案不及时整理归档并按规定移交等等。一些单位档案意识薄弱，重视不够，档案执法存在一定难度，一些违法案件没有得到及时有效查处。
档案队伍建设还需进一步加强。档案工作是技术性非常强的工作。面对档案服务领域的不断拓展，现代化管理要求的不断提高，面对馆藏量的成倍增加，档案局档案技术人员紧缺，对机关企事业单位和其他组织无法开展全面的监督指导。
三、下阶段工作打算
加强档案法制宣传，为档案事业发展提供思想保障。做好档案工作，首先是要提高档案意识，尤其是各级各部门领导的档案意识。市政府将把档案法律法规的宣传教育纳入到普法教育整体计划，列入领导干部和公务员培训内容，着力提高各级领导干部、机关公务员和企事业单位法人代表的档案法制意识。其次是加大宣传力度，改进宣传方式，增强宣传效果，在全社会形成重视档案的良好意识、关注档案的良好氛围。再次是加强对档案工作的依法监管，加大对重点建设项目档案的管理和违法案件的查处力度，提高档案的规范化管理水平。
加强档案馆建设，为档案事业发展提供了阵地保障。促进档案事业的全面发展，档案馆是基础。没有一个良好的档案馆，就难以有全面发展的档案事业。我市的档案馆在行政中心大楼内，由于受建筑面积和场所的局限，好多功能无法拓展发挥，单独建设档案馆很有必要，要积极争取把档案馆列入温岭市国民经济和社会发展“十二五”规划。
加快档案信息化建设步伐，为档案事业发展提供技术保障。市政府将进一步加大对档案工作经费的投入，根据馆藏量和经济的增长增加。要加快档案信息化建设，把档案信息化建设纳入政府规划，及早启动数字档案馆建设，尽快提高信息化水平，以适应社会信息化发展的需要。
健全档案管理手段，为档案事业发展提供机制保障。市政府将每年安排一次以上专题听取全市档案工作汇报，研究协调全市档案事业发展重大问题。同时，我们还将进一步完善目标责任制考核内容和机制，把档案工作和档案登记备份工作列入对市级单位和镇的考核内容，积极探索档案资源整合机制，实现档案信息的互通共享。
加强队伍建设，为档案事业发展提供人才保障。随着档案事业的快速发展，档案工作要求的不断提高，档案队伍与档案事业发展要求的矛盾日益突出。市政府将加大对全市档案干部队伍的教育培训力度，提高档案人员的业务水平和综合素质。在镇设置专兼职档案管理岗位，强化基层单位档案工作的管理机制。建立电子文件和数字档案登记备份中心，增加档案局人员编制，以适应现代化档案工作的需要。
主任，副主任，我市的档案事业在“十一五”期间取得了一定的成绩。今后，将在市委的正确领导下，在市人大及其常委会的有力支持监督下，一如既往地贯彻执行《档案法》，依法治档，扎实工作，力争使全市档案事业迈上一个新台阶。?
