  学习自治区第八次党代会心得体会

 自治区第八次党代会提出了今后五年的奋斗目标,为促进自治区跨越式发展和长治久安明确了当前的工作重点。农村、农民、农业始终是自治区工作的着力点,为推进农村的跨越式发展和长治久安,全面加强农村的基层组织建设显得尤为重要。全面建设社会主义新农村,实现农村小康社会的目标任务,要靠农村基层党组织带领其他各类基层组织去实施去推动去完成。因此,党的农村基层组织必须不断加强自身建设,不断提高执政水平和执政能力,才能学习好贯彻好落实好科学发展观,才能在农村经济建设,政治建设,文化建设,社会建设中发挥好战斗堡垒作用,才能解决好农村发展、农业增效、农民增收问题,加快推进农村小康社会建设进程。

 一、强化理论武装,在提高党员干部队伍素质上下功夫。正确的政治路线确定之后,干部就是决定因素。自治区第八次党代会描绘了新的宏伟蓝图,实现这一目标,就必须建设一支高素质的党员干部队伍。我们党历来十分重视党员干部队伍建设,重视用科学的理论武装人,在党的事业发展的每一个重大历史关头,党中央总是号召全党同志加强学习。实践证明,只有学习才能开启智慧,只有学习才能成就事业,只有学习才能创造未来。当前国际形势复杂多变,国内改革发展进入关键时期,学习、贯彻、落实自治区第八次党代会的任务摆在我们面前,新情况、新问题大量涌现,我区作为一个农业大国,农村人口占绝大多数,显然,没有农村的小康,就没有全区的小康,而实现农村小康,就必须把农村党的基层组织建设成带动其他各类基层组织建设的排头兵,担当起全面建设小康社会的历史重任;就必须抓好理论武装。我们说理论上成熟是政治上成熟的基础,没有理论上的成熟就没有政治上的清醒与坚定。理论问题不仅是一个增长知识,开阔视野的问题,更是一个政治问题,它直接关系到农村党员干部执政水平的提高,关系农村改革发展伟大事业的成败。放松理论学习是一切问题产生的根源,因此,要把理论武装作为首要任务。采取集中培训、交流观摩、继续教育、安排自学任务等多种方式,组织广大农村党员干部深入自治区第八次党代会精神,要把学习的立足点放在提高农村党员干部的思想水平上,提高贯彻解放思想、实事求是、与时俱进思想路线的能力上,把党员干部的思想统一到自治区第八次党代会精神上来;把学习的着力点放在提高农村党员干部解决复杂问题,保持农村稳定上,把农村党员干部的执政能力提高到一个新的水平上;把学习的落脚点放在增加农民收入,发展农村经济,实现农村小康上,加快农村小康社会建设步伐。同时,还要求党员干部结合本职工作需要,不断加强相关政策的学习,广泛猎涉各方面的知识,不断丰富党员干部的头脑,提高党员干部的素质,使之成为学习型的党员干部,全科型的党员干部,知识型乃至于专业型、专家型的党员干部,为社会主义新农村提供强有力的人才支撑。

 二、强化制度保障,在贯彻落实先进性长效机制上下功夫。制度建设带有根本性、全局性、稳定性和长期性。实践证明,完成任何一项工作任务都要以制度作保障,没有制度就如同没有规矩,难成方圆。我们党之所以能够始终保持先进性,一个重要原因就在于有一套以民主集中制为核心的党内制度。首先要严格党的组织生活制度。随着农村经济的发展,农村党员流动性加大的实际,对农村基层党组织教育管理好党员、落实好组织生活制度提出了新的难题。农村党组织要结合新时期农村工作的特点落实好组织生活制度,在流动党员管理教育上紧紧抓住农闲时节大多数党员在家的实际,多召开组织生活会,组织引导党员对照自治区第八次党代会精神,认真开展党性分析,不断增强党内生活的针对性,原则性和实效性;在学习中抓好落实,在落实中寻求差距,真正把农村党的思想建设、组织建设和作风建设有机结合起来,把制度建设贯穿其中,坚持用制度管事,比如农村重大问题必须实行“一事一议”,组织三分之二以上的村民代表讨论通过;用制度管权,比如对村级经费的开支,要落实好村级财务民主管理制度,要发挥好村民理财小组和财务监督小组的作用,防止村干部滥用权现象发生;用制度管人,比如对村民用《村规民约》约束其一言一行,防治违法违规事件发生。通过用好的制度使农村党的基层组织在各项工作中走在其他各类基层组织的前列。再次,要抓好流动党员的管理教育工作,发挥好流动党员在新农村建设中的主力军作用。流动党员是扩大农村改革开放,深化农村改革发展的新生事物,对流动党员一方面要发挥好他们的作用,鼓励他们既要自己致富,又要带领群众致富,在遵守党纪国法,发展农村经济方面发挥主力军作用;另一方面,要搞好服务,让流动党员集中精力多挣钱,多带领群众挣钱,让更多农民群众的钱袋子鼓起来。同时,要把流动党员中的优秀分子培养成村干部,在新农村建设中发挥更大作用。

 三、强化服务功能,在提高服务水平上下功夫。农村基层党组织是党在农村全部工作和战斗力的基础,是建设社会主义新农村的领导者、组织者、推动者,必须不断增强服务功能。首先配齐配强,搞好培训,增强服务能力。在选配党组织负责人时要把党性观念强,带领群众致富能力强,群众威信高的党员作为首推人选,还要把跑市场,调结构,创特色的能力作为重要标准,重点把那些技术高的示范型人才,懂经营善经营的经营型人才,开拓意识强、能办厂的创业性党员人才推选成党组织负责人。同时要注重搞好培训工作。要发挥好县、乡党校的培训阵地作用。一是大力实施远程教育工程,充分利用中央和省上的教育资源优势,组织搞好对农村党员干部的教育培训工作,提高农村党员干部的理论思维能力和创新思维能力。二是全面整合本地区教育资源优势,组织涉农部门专家或业务骨干以及邀请省地专家授课等方式抓好实用技术和基础理论教育,努力提高实践能力。三是走出去培训,通过组织农村党员到产业化发展先进地区学习、观摩、交流外地好的做法和经验,开阔视野,努力提高如何干的能力。通过扎实有效的培训工作,着力提高农村党员干部的思想政治觉悟、政策理论水平特别是村级党组织解决自身问题的能力和驾驭农村工作的能力。其次,要创新载体,搭好服务平台,发挥好党员作用。农村党组织的战斗堡垒作用最终体现在广大党员的实际行动上,因此要在发挥好党员先锋模范作用上花大功夫花长功夫。对于没有担任职务的党员,要围绕学习贯彻十七大精神、调整产业结构、发展现代农业、解决群众实际困难、维护农村稳定等工作,设置一些具体岗位,通过群众荐岗、自我认岗,使广大党员有责有为,更好地发挥服务村民的作用。同时要深入开展党组织和党员助困济贫活动,给每个有帮带能力的党员确定一户贫困户,采取智力支持、物资帮扶,解决就业岗位等措施帮助困难群众走上致富路。再次,发展村级集体经济,夯实服务基础。解决好“有钱办事”问题是村级组织建设的基础,也是村级组织服务群众的基础。近几年中央和自治区上从转移支付资金中给村级组织解决了一些办公经费,但这些经费只能解决纸张、墨水等最基本的问题,与“有钱办事”的要求差距很远。因此,要结合各村的自然条件和人文环境,针对目前建材市场看好的实际,有条件的村采取组织农民入股兴办砖瓦厂;针对经济作物市场不错的情况,大力调整农业产业结构,发展经济作物,增加农民收入;针对市场上蔬菜价格不错的形势,大力发展设施农业,发展农村经济。同时,成立各种农产品销售协会以及采取贸工农一体化、产加销一条龙等形式发展集体经济,加快推进农业产业化,大力发展村级集体经济。通过发展村集体经济,提高农村党组织“有钱办事”的能力,搞好对群众的服务,带动抓好其他各类基层组织建设,使党的基层组织真正成为其他各类基层组织的排头兵。
