党中央决定，今年在全体党员中开展“学党章党规、学系列讲话，做合格党员”学习教育，这是继党的群众路线教育实践活动、“三严三实”专题教育之后，深化党内教育的又一次重要实践，也是面向全体党员从集中性教育活动向经常性教育延伸的重要举措。市局于上月召开专题会议对全市国土系统 “两学一做”学习教育活动作了具体部署并印发了实施方案，市局主要领导对此学习教育活动都作了重要讲话和具体要求，充分体现了对此次学习教育活动的高度重视，我们要进一步提高认识，把握此次学习教育活动的重要性和必要性，切实把思想和行动统一到中央的各项要求上来。今天我在这里讲一次专题党课，这既是“两学一做”学习教育活动要求的规定动作，也是对全局学习教育活动的动员和部署。下面，我结合自身学习心得，联系我局干部队伍实际，谈谈对“两学一做”的认识和体会，跟大家交流、共勉。
一、 深刻认识“两学一做”的重大意义和丰富内涵
重大意义。中央及省、市、县主要领导都高度重视“两学一做”学习教育活动，开展这样的活动具有十分重要的意义。首先是锤炼党员党性的迫切需要。中央决定在全党开展“两学一做”学习教育，就是要唤醒大家党的意识、党员意识、党章意识、党规意识，引导全体党员自觉坚定理想信念，自觉用党的理论来武装自己，自觉用党章党规来约束自己，以重塑党员形象、夯实党的基础。其次是深化党内教育的重要实践。体现在范围上，是从“关键少数”向全体党员乃至全体干部拓展；体现在形式上，是从集中教育活动向经常性教育延伸。今年，以习近平总书记为核心的党中央，从全面从严治党的战略高度，聚焦做合格共产党
员，着力抓常抓细抓长，在全党开展“两学一做”学习教育，体现了思想政治教育的连续性，更标志着党内教育已经进入经常性教育的新常态，是全面从严治党的有力抓手，要通过学教活动，让大家树牢崇规意识、遵规意识、执规意识，自觉把自己的言行臵身在党章党规的框架之内。
丰富内涵。两学一做，主要内容就是学党章党规，学系列讲话，做合格党员，具体来讲就是：
1.学党章党规。着眼明确基本标准、树立行为规范，逐条逐句通读党章，全面理解党的纲领，牢记入党誓词，牢记党的宗旨，牢记党员义务和权利，引导党员尊崇党章、遵守党章、维护党章，坚定理想信念，对党绝对忠诚。认真学习《中国共产党廉洁自律准则》、《中国共产党纪律处分条例》等党内法规，学习党的历史，学习革命先辈和先进典型，从周永康、薄熙来、徐才厚、郭伯雄、令计划等违纪违法案件中汲取教训，肃清恶劣影响，发挥正面典型的激励作用和反面典型的警示作用，引导党员牢记党规党纪，牢记党的优良传统和作风，树立崇高道德追求，养成纪律自觉，守住为人、做事的基准和底线。
2.学系列讲话。着眼加强理论武装、统一思想行动，认真学习习近平总书记关于改革发展稳定、内政外交国防、治党治国治军的重要思想，认真学习以习近平同志为总书记的党中央治国理政新理念新思想新战略，引导党员深入领会系列重要讲话的丰富内涵和核心要义，深入领会贯穿其中的马克思主义立场观点方法。学习习近平总书记系列重要讲话要同学习马克思列宁主义、毛泽东思想、邓小平理论、“三个代表”重要思想、科学发展观结合起来，深刻理解党的科学理论既一脉相承又与时俱进的内在联系，坚定中国特色社会主义道路自信、理论自信、制度自信。要区别普通党员和党员领导干部，确定学习的重点内容。
3.做合格党员。着眼党和国家事业的新发展对党员的新要求，坚持以知促行，做讲政治、有信念，讲规矩、有纪律，讲道德、有品行，讲奉献、有作为的合格党员。引导党员强化政治意识，保持政治本色，把理想信念时时处处体现为行动的力量;坚定自觉地在思想上政治上行动上同以习近平同志为总书记的党中央保持高度一致，经常主动向党中央看齐，向党的理论和路线方针政策看齐，做政治上的明白人;践行党的宗旨，保持公仆情怀，牢记共产党员永远是劳动人民的普通一员，密切联系群众，全心全意为人民服务;加强党性锻炼和道德修养，心存敬畏、手握戒尺，廉洁从政、从严治家，筑牢拒腐防变的防线;始终保持干事创业、开拓进取的精气神，平常时候看得出来，关键时刻冲得上去，在“十三五”规划开局起步、决胜全面建成小康社会、实现第一个百年奋斗目标中奋发有为、建功立业。
二、下大力践行“两学一做”要求
开展“两学一做”学习教育，是落实党章关于加强党员教育管理要求、面向全体党员深化党内教育的重要实践，是推动党内教育从“关键少数”向广大党员拓展、从集中性教育向经常性教育延伸的重要举措，是加强党的思想政治建设的重要部署。“两学一做”学习教育不是一次活动，要突出正常教育，区分层次，有针对性地解决问题，用心用力，抓细抓实，真正把党的思想政治建设抓在日常、严在经常。
开展“两学一做”学习教育，基础在学，关键在做。要把党的思想建设放在首位，以尊崇党章、遵守党规为基本要求，以用习近平总书记系列重要讲话精神武装全党为根本任务，教育引导党员自觉按照党员标准规范言行，进一步坚定理想信念，提高党性觉悟；进一步增强政治意识、大局意识、核心意识、看齐意识，坚定正确政治方向；进一步树立清风正气，严守政治纪律政治规
矩；进一步强化宗旨观念，勇于担当作为，在工作、学习和社会生活中起先锋模范作用，为党在思想上政治上行动上的团结统一夯实基础，为协调推进“四个全面”战略布局、贯彻落实五大发展理念提供坚强组织保证。
开展“两学一做”学习教育，要增强针对性，“学”要带着问题学，“做”要针对问题改。着力解决一些党员理想信念模糊动摇的问题，主要是对共产主义缺乏信仰，对中国特色社会主义缺乏信心，精神空虚，推崇西方价值观念，热衷于组织、参加封建迷信活动等；着力解决一些党员党的意识淡化的问题，主要是看齐意识不强，不守政治纪律政治规矩，在党不言党、不爱党、不护党、不为党，组织纪律散漫，不按规定参加党的组织生活，不按时交纳党费，不完成党组织分配的任务，不按党的组织原则办事等；着力解决一些党员宗旨观念淡薄的问题，主要是利己主义严重，漠视群众疾苦、与民争利、执法不公、冷硬横推、吃拿卡要、假公济私、损害群众利益，在人民群众生命财产安全受到威胁时临危退缩等；着力解决一些党员精神不振的问题，主要是工作消极懈怠，不作为、不会为、不善为，逃避责任，不起先锋模范作用等；着力解决一些党员道德行为不端的问题，主要是违反社会公德、职业道德、家庭美德，不注意个人品德，贪图享受、奢侈浪费等。要持之以恒纠正“四风”，抓好不严不实突出问题整改，推动党的作风不断好转。
开展“两学一做”学习教育，要坚持正面教育为主，用科学理论武装头脑；坚持学用结合，知行合一；坚持问题导向，注重实效；坚持领导带头，以上率下；坚持从实际出发，分类指导。要以党支部为基本单位，以“三会一课”等党的组织生活为基本形式，以落实党员教育管理制度为基本依托，针对领导机关、领导班子和党员干部、普通党员的不同情况作出安排。各基层党组
织要结合实际开展学习教育，充分发挥党支部自我净化、自我提高的主动性，防止大而化之，力戒形式主义。
开展“两学一做”学习教育，要坚持从“关键少数”向全体干部拓展，使人人受到教育。“学党章党规、学系列讲话，做合格党员”这是对每一名党员干部的要求，党和人民对我们的队伍有着更高的要求，我们的队伍必须是一支忠诚可靠、勇于担当、素质过硬的队伍，我们要以这次学习教育活动为契机,抓好活动和各个环节，坚决杜绝形式主义、走过场,必须使全体党员干部“人人受到教育，人人得到提高”，打造一支“忠诚、干净、担当”的高素质队伍。
三、必须明确“两学一做”学习教育路径
学习党章党规，必须着眼明确基本标准、树立行为规范。党章是管党治党的总章程，集中体现着党的基本理论和政治主张，集中体现着党的集体意志和原则要求。作为党的干部，必须尊崇党章、学习党章、遵守党章、维护党章。党规党纪是对党章的延伸和具体化，是规范党员行为的具体遵循。深入学习党章党规，唤醒党员党章党规意识，要强化党章意识，自觉把党章作为做人做事的根本遵循，把是否把党章作为行动的根本指南、是否切实践行入党誓词、是否模范履行党员义务和遵守党员领导干部要求作为衡量的标准和尺子；要强化纪律意识，自觉做到守纪律、讲规矩，把政治纪律和政治规矩摆在首位，牢固树立政治意识、大局意识、核心意识、看齐意识。坚持高线、守住底线，严格执行《廉洁自律准则》、《纪律处分条例》；要强化从严执纪意识，自觉履行管党治党的政治责任，全面执纪、抓早抓小，充分运用好监督执纪“四种形态”，一把尺子量到底，一寸不让抓执行，用执纪的严肃性和追责问责的约束性保障党章党规的权威性。

今天，我在这里讲一次专题党课，我结合学习习总书记系列重要讲话精神，联系我们干部队伍实际，谈谈自己对两学一做的认识和体会，跟大家交流、共勉。
一、深刻认识两学一做的重大意义和丰富内涵
党中央决定，今年在全体党员中开展“学党章党规、学系列讲话，做合格党员”学习教育，为的是推动全面从严治党向基层延伸，巩固拓展党的群众路线教育实践活动和“三严三实”专题教育成果，进一步解决党员队伍在思想、组织、作风、纪律等方面存在的问题，保持发展党的先进性和纯洁性。这几年，中共中央从作风建设入手，一方面通过出台八项规定与开展党的群众路线教育实践活动；另一方面大力开展巡视工作与“铁腕反腐”并举，目标直指我们党内的“关键少数”。已取得的成效，可以说是有目共睹。而如今开展的“两学一做”的学习教育，却是从“关键少数”向广大党员的拓展，从集中性教育向经常性教育的延伸。
要做好这次学习教育，就要充分认识到它的“风向标”意义，把这项活动作为进一步深化全面从严治党的重要举措，作为保持发展党的先进性和纯洁性的重大政治任务来对待。
二、两学一做开展的背景
如今，在我们国家，要攀登上全面建成小康社会的“山头”只剩下最后几步，实现中华民族伟大复兴的征程也胜利在望。
“雄关漫道真如铁，而今迈步从头越。”我国的社会主义建设正在跨越这样一个历史瓶颈，需要全体共产党人凝心聚力，坚持下去，不断地开展工作，引领和感召全国人民一起来“爬坡过坎”。这也就是中共中央在全体党员中开展“学党章党规、学系列讲话，做合格党员”学习教育的大背景。
三、正视自身存在的问题
学党规党章，学系列讲话，这是每一个党员的“基础课”。按说，这应该是大家都学习过的，为什么这一次还要大张旗鼓地从头学起？这起码说明，我们党内有不少同志学得不扎实、做得不到位。正所谓，基础不牢，地动山摇。目前，我们党执政时所遇到的危机与挑战，从某种程度上说，问题正是出在这里。
如果任由这种趋势蔓延，我党就势必变为高高在上的官僚机器，党与政府机构变为门难进、脸难看、事难办的衙门，党的领导干部一入此衙，则行踪难觅。倘若如此，党与人民的血肉联系、鱼水之情就会蜕变成官民之间的一道巨大鸿沟，甚至还会激化出相互对立的危险。普通党员群体的理想信念缺失与党性修养下降。中国共产党有8000多万党员，平均16个中国人里就产生一名党员。这一庞大的群体本应是一个先锋队组织，代表中国先进生产力的发展要求，代表先进文化的前进方向。但是，现实情况中，却充满了悖论。试想，目前有多少中共党员是社会主义与共产主义信仰的坚定信徒？又有多少人在日常的工作与生活中，真正体现出先进性，发挥了先锋队作用？
四、两学一做的主要要求
开展“两学一做”学习教育，基础在学，关键在做。要增强针对性，“学”要带着问题学，“做”要针对问题改。着力解决一些党员理想信念模糊动摇的问题，主要是对共产主义缺乏信仰，对中国特色社会主义缺乏信心，精神空虚，推崇西方价值观念，热衷于组织、参加封建迷信活动等；着力解决一些党员党的意识淡化的问题，主要是看齐意识不强，不守政治纪律政治规矩，在党不言党、不爱党、不护党、不为党，组织纪律散漫，不按规定参加党的组织生活，不按时交纳党费，不完成党组织分配的任务，不按党的组织原则办事等；着力解决
一些党员宗旨观念淡薄的问题，主要是利己主义严重，漠视群众疾苦、与民争利、执法不公、吃拿卡要、假公济私、损害群众利益，在人民群众生命财产安全受到威胁时临危退缩等；着力解决一些党员精神不振的问题，主要是工作消极懈怠，不作为、不会为、不善为，逃避责任，不起先锋模范作用等；着力解决一些党员道德行为不端的问题，主要是违反社会公德、职业道德、家庭美德，不注意个人品德，贪图享受、奢侈浪费等。要持之以恒纠正“四风”，抓好不严不实突出问题整改，推动党的作风不断好转。坚持以知促行，做讲政治、有信念，讲规矩、有纪律，讲道德、有品行，讲奉献、有作为的合格党员。

三、必须明确“两学一做”学习教育路径
学习党章党规，必须着眼明确基本标准、树立行为规范。党章是管党治党的总章程，集中体现着党的基本理论和政治
覆盖全党的两学一做教育已经拉开了序幕。学习《党章》是这次教育实践活动的一个很重要的内容之一。在上一周，中心的三个党小组已经陆续开始了关于新《党章》的学习，我认为大家这次学习的热情都比较高，氛围比较浓厚。根据中心群众路线教育实践活动实施方案，今天由我来给大家上一个新《党章》学习的辅导课，希望通过今天的辅导课，能够进一步巩固全体党员对新《党章》学习的效果，帮助大家更好的理解和掌握新《党章》中的重点知识。今天的辅导课主要有以下三个方面的内容：一是学习贯彻新《党章》的重要意义;二是与十七大通过的党章相比，新《党章》的主要修改内容及解读;三是现阶段我们如何充分运用新《党章》的内容精髓指导中心党组织建设。
一、学习贯彻新《党章》的重要意义
学习贯彻党章是每一个共产党员的最基本的义务。我们党建党以来，一直把学习贯彻党章作为一项经常性的工作之一贯彻于始终，并且在不同历史背景及不同现实需要的情况下，还会作为一项重要性工作，集中地、突出地、单独地加以安排，仅就改革开放30多年来，最重要的集中学习贯彻党章就有四次：
学习贯彻党章，是维护党的团结统一、完成党的各项任务的坚强保证。历史和现实都表明，只有坚决维护党章的最高权威，按照党章的要求教育管理党员干部，才能保证全党严格执行党的制度和纪律，为维护党的团结统一、完成党的各项任务提供坚强保证。
学习贯彻党章，是巩固党的执政地位，保持党的先进性的必然要求。习近平同志指出：党章就是党的根本大法，是全党必须遵循的总
规矩。在各级党组织的全部活动中，都要坚持引导广大党员、干部特别是领导干部自觉学习党章、遵守党章、贯彻党章、维护党章，自觉加强党性修养，增强党的意识、宗旨意识、执政意识、大局意识、责任意识，切实做到为党分忧、为国尽责、为民奉献。
学习贯彻党章，是解决党员队伍存在突出问题的实际需要。习近平同志指出：凡是党章规定党员必须做到的，领导干部要首先做到;凡是党章规定党员不能做的，领导干部要带头不做。要严格按照党章规定的党员领导干部必须具备的六项基本条件，提高自身素质和能力，经常检查和弥补自身不足。特别是要在坚定理想信念、坚持实事求是、推动科学发展、密切联系群众、加强道德修养、严守党的纪律等方面为广大党员作出表率。
二、新《党章》的主要修改内容及解读
中国共产党第十八次全国代表大会XX年11月14日闭幕，大会表决通过了《中国共产党章程》。党的十八大通过的《中国共产党章程》，在六大方面对十七大通过的《党章》进行了修改。其实为顺应形势和任务的发展变化，我们党的每一次全国代表大会均会对《党章》进行不同程度的修改。我们党在1921年召开了一大,由于当时条件的限制,一大提出并制定了党纲，只是制定了一份纲领性文件。我们的第一部党章是党的二大制定的。根据形势和任务的变化，二大以后的历次代表大会均对党章作出不同程度的修改。由于当时的特殊环境,五大未对党章进行修改，会后由中央政治局对党章进行修改。现行党章是1982年9月党的十二大修改制定的。30年多来，在保持党
章基本内容稳定的前提下，党的十三大、十四大、十五大、十六大、十七大都对党章作了不同程度的修改。党章修改的历史，是我们党92年伟大发展历程的缩影和展示，一是展示了我们党紧紧依靠人民完成和推进三件大事的伟大历程;二是展示了我们党在领导中国革命、建设和改革长期实践中，不断推进马克思主义中国化进程，不断推进理论创新的伟大历程;三是展示了我们党不断总结党的建设的新创造、新经验，不断提高党的建设科学化水平的伟大历程。这次十八大通过的《党章》，除“总纲”外共十一章，共五十三条，具体为总纲;第一章党员;第二章党的组织制度;第三章党的中央组织;第四章党的地方组织;第五章党的基层组织;第六章党的干部;第七章党的纪律;第八章党的纪律检查机关;第九章党组;第十章党和共产主义青年团的关系;第十一章党徽党旗。与党的十七大通过的《党章》相比，十八大党章主要在六大方面进行了修改，这六个方面分别是：
1、对科学发展观作出新的定位和阐述，把科学发展观明确列入党的指导思想;
2、充实完善中国特色社会主义重要成就的内容，新增写“确立了中国特色社会主义制度”;
3、充实了坚持改革开放的内容，增写了只有改革开放，才能发展中国、发展社会主义、发展马克思主义的内容;
4、充实了中国特色社会主义总体布局的内容，把坚持生态文明建设纳入中国特色社会主义事业总体布局;
5、充实完善关于党的建设总体要求的内容，增写加强党的纯洁性建设，建设学习型、服务型、创新型的马克思主义执政党等新内容;
6、与党章总纲部分相衔接，适当修改了关于党员、党的基层组织、党的干部这三条。
