　　2017年村党支部党风廉政建设会议范文 20xx年3月2日上午，城厢区劳动保障系统20xx年度党风廉政建设工作会议在城厢区劳动保障大厦五楼会议室召开。会议由城厢区劳动保障局党支部书记、局长陈伟同志主持，局机关全体干部、局属各单位主要负责人参加了会议。

　会议的主要议题是：学习贯彻省纪委八届八次全会、市纪委五届七次全会精神，回顾总结区劳动保障系统20xx年党风廉政建设和反腐败工作，安排部署20xx年工作任务。

　会上，局党支部书记、局长陈伟同志传达了省纪委八届八次全会、市纪委五届七次全会精神;苏美金同志作了党风廉政建设工作报告;陈伟局长与局属各单位负责人分别签订了党风廉政建设责任书;最后陈伟局长作了重要讲话。

　陈伟局长在讲话中首先肯定了我局党风廉政建设和反腐败工作所取得的成绩。他指出，近年来，我局党风廉政建设工作紧紧围绕劳动保障工作大局，立足于预防为主、关口前移，取得了明显成效，充分显示了为劳动保障事业健康有序发展保驾护航的作用。对于今年的工作，他要求各部门、各单位要始终站在保障党和国家事业科学发展的高度，更加重视党风廉政建设和反腐败工作。要充分认识反腐败斗争的长期性、艰巨性和复杂性，以更加坚定的信心，更加坚决的态度，更加有力的措施，更加扎实的工作抓好党风廉政建设和反腐败工作。各单位、各部门要切实加强领导，全面落实党风廉政建设责任制。

　要把反腐倡廉工作作为关系劳动保障事业发展全局的大事来抓，摆上重要位置。各单位领导要进一步增强“一岗双责”意识，真正把党风廉政建设与业务工作同布置、同检查、同落实，使两者相互协调，相互促进。坚决克服抓党风廉政建设和抓业务工作“一手软、一手硬”的现象。要严格责任制考评，按照“谁主管，谁负责”的原则，切实抓好责任分解、责任考核、责任追究三个环节，保证责任落实。要强化考核结果的运用，真正把考核结果与班子政绩和干部业绩评定、奖励惩处、选拔任用和评优评先直接挂钩。对领导干部管辖范围内发生重大问题的，不管是否是当事人，是否直接参与，只要负有“失教、失管、失察、失误、失责”中任何一种责任，都要严格追究。

　苏美金副局长对20xx年全局党风廉政建设和反腐败工作进行了部署：20xx年党风廉政建设和反腐败工作的基本思路是：以邓小平理论和“三个代表”重要思想为指导，深入学习实践科学发展观，全面贯彻落实十七届中央纪委五次全会、八届省纪委八次全会精神，以党风廉政建设责任制为抓手，推进劳动保障系统反腐倡廉建设，以制度建设为重点，推进惩治与预防腐败体系建设，为我区劳动保障事业发展提供坚强的政治保证。

　一、找准问题，深化认识

　回顾20**年的工作，我镇党风廉政建设存在五个方面的工作尚未落实到位，要做进一步的分析，深化认识。

　 1、工作落实问题。党风廉政建设责任制不到位，必须完成的任务没有完全落到村级、站所一级，“五公开”不够及时，要加强督促检查，层层落实。

　 2、工作作风问题。市机关效能办检查后反映出，站所上下班不准时，上班玩电脑现象仍有存在，要树立敬业爱岗意识，把精力放在工作上。

　 3、工作机制问题。主要在矛盾纠纷排查上，有的村村两委正常的工作机制没有建立，发现和解决矛盾纠纷的机制不够健全，要不断探索，建立健全有效的工作机制，解决调处好矛盾纠纷问题。

　 4、工作责任问题。从20**年工作情况看，还存在对党风廉政建设不够重视，自我教育不够认真等问题，要强化认识，加强教育，不断提高自身反腐拒变能力。

　二、抓住重点，抓好落实

　 1、抓住重点。根据市委工作要求，今年党风廉政建设要抓住五个重点：

　一是抓好党风廉政建设责任制落实完善。继续签订责任书，分层级细化覆盖，加大考评监督检查力度，开展述职述廉，严格责任追究。

　 2、抓好落实。落实五项重点工作，要从两个方面抓落实：

　 (1)明确工作责任

　一是按照镇党委、政府《关于调整领导班子成员实行党风廉政建设责任制的责任范围及主要任务分工的通知》精神，党政一把手对职责范围内的党风廉政建设负总责。

　二是党政班子成员按照分工负责分管部门和挂点村的党风廉政建设工作。

　 (2)强化日常运作

　镇纪检监察部门负责日常工作的落实，督促检查。

　一是加强镇党政班子成员分管工作廉政责任的沟通、指导。

　二是加强对村、站所廉政、效能、公开工作的检查、指导。

　三是加强与上级部门的工作沟通、汇报。

　四是加强软件建设，包括会议记录、文件归档、信息报送、专题调研等。

　五是每季度按责任制要求，对党风廉政建设工作进行小结，及时发现问题，提出整改要求，跟踪落实工作。

　一、日常性工作情况

　一是深化认识健全机制。年初，把纪检工作纳入街道全年计划，列为重点，制定了工作要点，做到有安排、有落实、有检查、有效果。党工委出台了《优化工作运行机制若干规定》、《党员干部作风建设十条规定》等，完善了例会、学习、明察暗访等制度，为纪检工作开展提供了保障。二是强化责任履行职责。认真落实区委“三个责任清单”制度，与街道7个社区、3个基层站所签订了党风廉政建设责任书，街道党工委认真落实主体领导责任，领导班子成员认真履行领导责任，纪工委认真履行监督责任。三是立足教育警示提醒。扎实开展作风建设教育促进月活动，每周五组织全体机关干部集中学习，通过领学纪检和作风建设有关文件、邀请专家讲课、观看纪录片等多种形式，开展警示教育。今年 3月4日邀请区委党校刘明军讲师以“讲纪律、守规矩、做表率”为主题进行集中授课。同时组织街道党员开展学习《准则》、《条例》学习活动，并于3月25日组织考试，进一步提升了党员干部的廉政意识，促进了作风转变。四是严格执纪提供保障。街道在职党员干部职工45人，下辖7个社区，直管党员387人。我们积极与区纪委信访室、12388投拆举报管理中心、纪检监察一室、二室加强沟通与联系，充分发掘案件问题线索，确保完成全年3起纪律审查工作任务。在作风建设上，街道专门成立了由党工委书记任组长的作风建设工作领导小组，采取定期检查与临时暗访抽查相结合的办法，对各社区、机关各委室，特别是窗口人员的工作纪律遵守情况进行全方位检查。一季度以来共开展明查暗访18次，通报批评3人，占全年作风建设通报12起基本任务的30%，有效提升了街居干部的纪律意识。

　二、落实“三转”要求情况

　一是转职能方面。严格落实纪工委书记主抓纪检业务制度，明确了街道纪工委书记专职抓纪检工作，原分管武装工作，现已转交给其他党工委委员，实现了“三转”要求。同时，抽调骨干力量，充实到纪检工作队伍，现在街道纪工委工作人员达到3人，街道设立专门的纪工委办公室，实行集中办公，在人员、场所上保障了纪检监察工作的顺利开展。

　二是转方式方面。街道纪工委围绕作风建设，紧盯“四风”问题，深化正风肃纪，紧紧围绕社区“三资”管理、群众关心关切的惠民政策落实和机关人员履职不到位、公车私用、公款吃喝等问题开展专项督查，进行明察暗访和通报批评，切实使街道纪工委在转方式中有为、有位、有威。突出重点，抓住节假日、上班时间等重要节点，进行专项检查，实现了街道纪工委由弱到强的转变。

　三是转作风方面。在严格监督检查上，能采取多种方式，坚持每月至少一次，对辖区作风建设进行监督检查，切实发挥了纪工委“再监督、再检查”作用;在从严执纪问责上，能围绕党委的重大决策和重要工作部署加强督查，紧盯党的纪律执行。

　三、开展创新工作的情况

　一是将干部作风调查问卷活动与街道群众满意度创建有机结合，营造越河特色。我街道在去年的群众满意度测评中取得了优异成绩，在全区作风建设大会上，得到区委田书记的充分肯定。今年区纪委安排部署了干部作风建设调查问卷活动，越河街道纪工委设想把干部作风建设调查与社区党务政务居务公开、网格化管理等工作有效融合，以网格为单位，聘请楼门院长、热心居民等社会力量担任作风建设网格监督员，公开监督热线，对街居干部的工作作风实行全方位监督。“居民说事话廉政”目前7个社区已开展16次活动，活动中邀请社会监督员、楼长、热心居民、辖区居民代表等参与，街道、社区汇报街居党风廉政建设方面的工作情况后，发放干部作风建设调查问卷，广泛征集听取他们对街居两个层面作风建设、廉政建设的意见、建议，既可以帮助发现问题、分析原因、帮助整改提高，又可以调动广大居民的参与意识，提升其归属感和满意度。二是将“三个责任清单”全面延伸至社区，营造越河特色。按照习近平总书记在中纪委十八届六次全委会上提出全面从严治党向基层延伸的新要求，街道纪工委指导社区制定社区党组织主体责任清单、社区两委成员领导责任清单、社区纪检员监督责任清单，将“三个清单”工作延伸到社区。首先在古路沟、武胜桥、兴隆等三个社区进行试点，取得经验后在全街道进行推广。要求社区在制定责任清单的基础上，重点围绕各项资金使用情况、棚户区改造、精准扶贫、低保户的审核，便民服务大厅的办事流程等群众关心的问题列入清单内容，明晰每个人的责任，列出工作配档表，发现问题及时处理。
