　加强党员干部作风建设，改进工作作风，净化政治生态，是新形势下党中央提出的党的建设的迫切任务。包括进行群众路线教育实践活动在内的一系列重要举措，既反映了人民群众对我们党风和政治建设的关切和期盼，也体现了党中央花大力气解决党内存在不良风气、政治生态存在污染等严重问题的坚强决心。

　如何做到改进作风、净化政治生态呢？从世界观和方法论的高度看，根本的一条就是要坚持用群众观点来统领党的建设，统领党员干部的思想和行动。在一些党员身上存在的“四风”，政治生态受到污染，一个根本的原因就是在思想上丢掉了群众观点，在实践上背离了群众路线。

　群众观点是马克思主义的基本观点，是指导我们党取得革命和建设胜利的指导思想。群众观点的要义就是把人民群众视为社会历史的主体和创造者，主张相信群众、尊重群众、依靠群众。群众路线是群众观点的具体化或在实际工作中的运用。坚持群众观点和群众路线是无产阶级政党区别于其他政党的根本特征。人民群众是社会主义事业兴衰成败的力量源泉。马克思恩格斯说过，历史活动是群众的事业，随着历史活动的深入，必将是群众队伍的扩大。列宁也曾指出，生气勃勃的创造性的社会主义是由人民群众自己创立的。毛泽东在1945年党的第七次全国代表大会上，强调我们党把马克思主义基本原理同实际相结合，形成了我们党的新的工作作风，即“理论与实践相结合的作风，和人民群众紧密地联系在一起的作风与自我批评的作风。”无论是在革命战争时期还是在建设时期，我们党都重视并强调自觉地坚持和贯彻群众观点和群众路线，密切联系群众，紧紧依靠群众，充分发挥人民群众的首创精神。
