　这次会议的主要任务是，认真贯彻落实习近平总书记重要讲话和全省推进非公有制经济健康发展大会精神，深入研究我市民营经济和工业发展面临的新情况新问题，动员全市上下统一思想、坚定信心，推动民营经济和工业发展再上新台阶。下面，我讲三点意见。

　一、深化思想认识，进一步坚定推动民营经济和工业发展的信心和决心

　习近平总书记在今年全国政协联组会上发表的重要讲话，对推动非公有制经济发展提出一系列新思想新观点新要求，讲话深刻阐述公有制经济与非公有制经济、政策制定与政策实施、非公有制经济健康发展与企业家健康成长、新型政商等重要关系，重申了“两个毫不动摇”，强调了“三个没有变”。总书记的重要讲话，站在党和国家发展全局的高度,科学回答了非公有制经济领域最紧要、最现实的重大理论和实践问题，是党的十八大以来首次全面系统阐述非公有制经济工作的纲领性文献。3月29日，省委王学军书记在全省推进非公有制经济健康发展大会上对推进非公经济发展提出了具体要求。我们一定要认真学习，深刻领会，切实把思想和行动统一到中央和省委的部署要求上来，特别是从总书记讲话中找指针、找原则、找方法，把讲话精神转化为加快发展的正确理念、科学思路和实招硬招，转化为大众创业、万众创新的丰硕成果。

　近年来，我市经济发展稳中有进、稳中向好，“十二五”发展实现圆满收官。去年全市新增规模以上工业企业206户,总数达1389户，位居全省第5位，其中民营企业占1330户。规模以上工业实现利润106.4亿元，连续两年超百亿元，总量居全省第5位。新登记私营企业4929户、个体工商户2万户，在全省发展民营经济考核中名列第5位。民营经济占比达71%，居全省第1位。民间投资占全部投资比重达69.4%。民营企业上交税收首次过百亿，占全市财政收入比重57%，总量和比重均在全省领先。全市每万人拥有市场主体530户，居全省第6位。今年一季度，主要经济指标好于去年，GDP增长8.1%，比去年同期提高1.1个百分点；规模以上工业增加值增长8.7%，同比提高1.5个百分点；财政收入增长6.1%，同比提高11.1个百分点；服务业增加值增长8.5%，同比提高1.5个百分点。这些主要得益于民营经济的健康持续发展和工业经济的强劲支撑，凝聚着广大非公有制经济人士的心血和智慧。

　在肯定成绩的同时也要清醒看到，民营经济和工业发展仍面临一些突出问题。比如，不大不强的问题，创新能力不足的问题，发展环境不优的问题，总书记在讲话中将民营企业遇到的问题形象地称之为“三座大山”，即市场的冰山、融资的高山、转型的火山，以及政策执行中“玻璃门”、“弹簧门”、“旋转门”现象，在我市都不同程度地存在。

　当前，经济发展进入新常态。总书记指出，新常态决不是不干事，决不是不要发展，而是要更好发挥主观能动性，更有创造精神地推动发展。这就要求我们积极作为，深刻认识新常态下蕴含的机遇和挑战，始终坚持以经济建设为中心、坚持发展是硬道理的战略思想不动摇，坚持稳中求进、好中求快、能快则快，坚持变中求新、新中求进、进中突破。对xx而言，适应经济新常态，贯彻创新、协调、绿色、开放、共享的新发展理念，必须把民营经济和工业发展作为xx今后发展的主要方向和着力点，作为加快调转促的重要支撑，作为实现富民强市的基本途径，始终坚持这个发展的大方向，坚持不懈、持续用力。

　最近，市委、市政府认真贯彻结构性改革要求，结合xx实际，研究出台了《进一步降低工业企业成本减轻工业企业负担的实施意见》，从降低企业用地、用工、水电气、融资等要素成本共9个方面，打出了一套真金白银帮助企业降本减负的组合拳。同时，由市四大班子主要领导带头，实施市领导帮扶“四企一项目”活动，采取点对点的形式，实施精准帮扶，保持深度联系。市委常委会还明确由市工商联牵头，开展“优化发展环境，降低民营企业运行成本”大调研活动，真正地把我市民营企业当前存在的问题难题摸透吃准，营造民营经济和工业发展的良好环境，促进民营经济和工业经济健康发展。各级各部门和广大企业家，一定要提振信心、坚定决心，打好民营经济和工业发展的攻坚战。

　二、聚焦重点任务，开创民营经济和工业发展新局面

　做好新常态下民营经济和工业发展工作，必须坚持问题导向,实施重点突破，着力激发民营经济和工业发展的活力和创造力。

　（一）壮大支柱力量，做大做强工业主导产业。目前，全市工业已初步形成了“5+3”产业体系，并在这个基础上确立了汽车及装备制造、新材料、食品医药三大工业主导产业。但总体上仍然存在理念不强、定位不准、投入不足、要素制约等问题。“十三五”期间，全市地区生产总值要实现1500亿元、力争1600亿，财政收入要实现260亿元、力争280亿元的目标，工业必须要大发展，主导产业必须要有突破。要在规划引领的基础上，按照“大企业—产业链—产业集群—产业基地”的发展思路，集中精力和资源，培育一批龙头企业，打造一批产业集群，最大程度放大龙头骨干企业和产业的带动效应，延长产业链条，推动主导产业做大做强。

　（二）夯实增长后劲，千方百计扩大有效投入。一是加强项目建设。项目是经济工作的生命线。3月25日全市一季度经济形势分析会上，明确要求对在建和列入今年开工计划的重点项目，实行分管领导每周调度、市委市政府主要领导每月调度制度。相关领导一定要“弹好钢琴”，将调度制度真正落实到位。二是抓好“千企升级”计划。按照“十三五”期间每年不少于200户重点企业技术改造的目标，排定清单抓好落实。三是强化招商工作。要深入分析研究我们的优势和周边发展态势，主动对接杭州等长三角区域重点城市，集中攻坚，精准招商，有针对性地招商。

　（三）稳固平台支撑，着力加强开发园区建设。目前，我市有13个开发区，这是我们今后发展的主要平台和资源。各地要明确发展定位和发展方向，注重发挥比较优势，打造特色产业集群，真正把开发区这个平台用好。

　（四）厚植发展优势，扎实做好“调转促”工作。这是“十三五”时期全市的一项重点工作。要在前一段工作基础上，进一步加大力度、乘势而上，深入实施“485”行动计划。要抓好落实，细化年度目标，对八大重点工程、战略性新兴产业集聚发展基地，既要有阶段性目标，也要有年度目标安排，做到定期督查，定期通报。

　（五）激发主体活力，进一步提振企业发展信心。当前，经济下行压力加大，影响最直接的就是企业。我们要树立“围着企业跑、跟着企业转”的理念，帮助企业解决生产经营中的实际困难，激发企业活力，提振企业信心。要积极构建平等竞争的市场环境，特别是要为中小企业融资提供优质服务，加大“税融通”推广力度，积极发挥新型政银担作用。要加大促进企业发展政策的落实力度，将各项政策措施第一时间传递给企业,想方设法畅通政策进入企业的通道、办法和方式，消除“中梗阻”，畅通“微循环”，推动各项政策落地落细落实，切实解决好政策落地的“最后一公里”问题。

　三、积极构建新型政商关系，着力形成“亲”上加“清”的良好局面

　良好的政商关系是民营经济和企业健康发展的”阳光”和“土壤”。习近平总书记在讲话中首次提出了以“亲”“清”二字为主要内容的新型政商关系，指明了新形势下干部和企业家的相处之道，切中时弊、祛邪扶正。从十八大以来纪律审查和巡视监督的情况看，不少腐败官员都与不良商人存在利益往来，搞权钱交易，违法乱纪。重塑“亲”“清”新型政商关系，“亲”则两利、“清”则两安，不仅是作风建设的新要求，也是营造青山绿水的政治生态和营商环境的基本路径。

　第一，构建新型政商关系关键是“政”。领导干部作为“关键少数”，是各项工作的重要决策者、指挥者、实践者，在构建新型政商关系中具有关键作用。应该说，我市各级领导干部能够做到与企业交往有道、行为有度，能够做到君子之交、严守底线。对领导干部来说，“亲”是勤政而为的标尺，“清”是坚守纪律的规则。既要解决好“亲”而不“清”、官商勾结，又要解决好“清”而不“亲”、为官不为的问题。为此，要强化四种意识：一是担当意识，肩负起促进改革发展的重任，在引领经济发展新常态上走在前列，理直气壮地亲商、安商、护商。二是服务意识，企业要发展壮大，离不开党和政府的支持帮助。坦荡真诚地同企业交往，是领导干部职责所系，凡是对帮助企业排忧解难、提供必要帮助的事，都要放心大胆去做，真心实意支持企业做大做强。三是法治意识，全面推进依法行政，自觉运用法治思维和法治方式行使权力，依法用权、规范用权、秉公用权，既相处“亲近”又不失“分寸”，既讲感情又依法依规办事。四是廉洁意识，在与企业及其负责人交往中要划出公私分明的界限，不能勾肩搭背、不分彼此，做到有交集不搞交换、有交往不搞交易。在这方面，市委市政府的态度一贯是鲜明的，就是为敢于担当的同志担当，对敢于负责任的同志负责，对真正帮扶企业的干部我们鼎力支持，对搞权钱交易、利益交换的，要坚决依纪依法严惩。

　第二，构建新型政商关系重点是“商”。广大企业家是推动经济社会发展的生力军和经济活动的主要参与者，举手投足、一言一行，都对社会产生很强的示范效应，可以说，是构建新型政商关系的重中之重。长期以来，我市广大企业家踊跃投身“六年并进、六城同创”、“光彩事业”、“感恩行动”等活动，做了大量解民忧、惠民生的实事好事，对大家的贡献，市委市政府是充分肯定的。当前，我市正处在提前1-2年全面建成小康社会、提前3年完成精准脱贫任务的决胜阶段，既需要广大企业家继续发挥生力军作用，也为大家施展才华开辟了更加广阔的空间、提供了更加充分的机遇、描绘了更加美好的前景。希望广大企业家做到洁身自好走正道、遵纪守法办企业、光明正大搞经营，把“亲”“清”原则作为处理政商关系的根本遵循，作为干事创业的座右铭。按照省委王学军书记要求的做坚定信念，争当爱国敬业的模范；服务大局，争当创业创新的模范；诚实守信，争当守法经营的模范；致富思源，争当回报社会的模范等“四个模范”的要求，着力强化三种意识：一是廉洁从业意识，诚信经营、公平竞争，决不能攀附权力、搞钱权交易，实现从赚钱“靠关系”到“靠本领”的思维转变。二是守法经营意识，继承弘扬徽商重义守信精神，自觉抵制假冒伪劣、粗制滥造，决不超法律“红线”、越道德“底线”，在全面深化改革的大潮中有新作为、新提升、新发展。三是社会责任意识，珍惜形象，把企业发展与全市经济社会发展紧密结合起来，义利兼顾，德行并重。目前，我市正在实施民营企业“百企帮百村”精准扶贫行动，希望广大企业家积极参与，为我市实现精准脱贫目标作出应有贡献。

　第三，构建新型政商关系根本在“践行”。构建“亲”“清”政商关系需要政商双方共同参与、协力推进，恪守相处之道。要坚持把沟通作为纽带，加强相互之间的联系，市委正在深化完善领导干部直接联系服务非公有制企业制度，提高制度执行力，推动沟通交流常态化、长效化。企业也要积极主动同各级党委和政府及部门多沟通、多交流，讲真话，说实情，建诤言。以商量消除隔阂，坚持有事多商量，遇事多商量，做事多商量，打消思想顾虑，互相坦诚相待，一起找出路、想对策、谋实招；用体谅凝聚共识，善于换位思考，站在对方立场上想问题，在相互理解中统一思想，在彼此包容中增进共识。特别是企业家是社会的功臣，是富民强市的宝贵财富。xx的发展，需要一支坚强有力的党员干部队伍，同样也需要一支规模宏大的企业家队伍。市委、市政府将进一步健全容错保障机制，在全社会强化创业光荣、发展有功、鼓励创新、宽容失误、遏制腐败的导向，营造尊重、爱护、服务、成就企业家的浓厚氛围，最大限度调动广大干部和企业家的积极性。

　今明两年，我市部分民主党派、市工商联将陆续换届，人大、政协也面临换届。在这个过程中，对有贡献的非公经济人士做适当政治安排是一项重要工作。要坚持标准、严格程序、认真考察，做好综合评价，真正把那些思想政治强、行业代表性强、参政议政能力强、社会信誉好的非公经济代表人士推荐出来，用起来，形象树起来。各级工商联组织要牢牢把握“两个健康”工作主题，切实担负起指导、引导、服务职责,最大限度把广大企业家团结起来，促进我市经济平稳健康发展。

　工业发展和民营经济是全市发展的支撑和希望，全市上下一定要咬定目标不放松，持之以恒抓落实，努力实现新常态下工业和民营经济的新发展，为完成“十三五”各项目标任务作出新的更大贡献！
