探索新形势下农村党员队伍建设新途径

　搞好农村党员队伍建设是搞好农村基层组织建设的基础。随着我国改革开放的不断深入，各个层面的社会生活发生了复杂而深刻的变化，经济成份和经济利益、社会生活方式、社会组织形式多样化，这都给农村党员思想产生了很大的影响，显然也给农村党员队伍建设带来了大量新情况、新问题，给农村党员队伍建设提出了新的更高的要求。为增强工作效果，进一步改进党员队伍建设工作方法，找准工作着力点也就显得更加迫切，各级党组织务必对此高度重视，与时俱进，面对新形势，以新思路、新办法解决新情况、新问题。

　一、加强党员教育，提高党员素质，是搞好农村党员队伍建设的基本前提

　 “提高素质，加强党性”是党员队伍建设的基本目标，而党员那种与时代相适应的思想政治素质和科技文化素质，只有在党组织的长期培养和党员自身的不懈努力下才能逐步形成和提高。各级党组织要继续加大党员教育力度，在教育内容和方式方法上不断创新。一是抓住教育内容重点，把党员教育与贯彻党的基本路线的实践结合起来。在继续注重加强邓小平理论教育、“三个代表”思想教育、党的宗旨教育和科学文化知识教育的同时，滤布农村教育内容更应紧密结合贯彻党的农村工作基本路线的实践来进行，各级党组织要在广大农村党员中大力宣传、认真组织学习新时期党关于农村、农业、农民问题的各项路线方针政策，教育党员全面地掌握党的农村基本路线，提高政治理论水平，强化发展意识；教育党员深刻领会“三个代表”重要思想，并在实践中充分发挥先锋模范作用，不折不扣地为党的农村中心任务服务，为发展农村经济、保持农村稳定服务。二是改进教育方式方法，把党员教育的统一性和层次性结合起来。首先，任何一个地方和部门党员教育工作，都必须按照党对党员的基本要求去进行，同时，要根据不同党员的不同情况，从他们现有的实际情况出发，确定不同的教育内容，采取不同的教育方法，为他们应发挥的作用提出不同的要求，从而加强教育的针对性、实用性。如对老年党员着重增强党性、破除迷信教育，发挥其宣传政策、引导群众的作用；对年轻党员则着重于政策、法制观念教育和实用技术培训，发挥他们农村经济发展、社会稳定的主力军作用；对在乡镇企业或私营企业创业、务工党员，着重于市场经济知识和岗位技术培训，发挥其积极创业、争当一流的作用；这样，各个教育对象适得其所，各有所为。三是注重教育效果，把党员教育与启动党员的内在积极性结合起来。要通过引导党员在重视学习和实践的基础上，加强其使命感和责任感，进一步树立正确的世界观、人生观、价值观，自觉抵制市场经济带来的负面影响。其次树立先进典型，发挥身边模范党员的示范、辐射作用，形成争先创优的良好氛围。同时，要开展好集中教育活动，要使党员在集中教育活动中，思想上得到触动，进行自我审视，自我调整。“三学三提高”、“双学双联”、“三个代表”学教活动均是好的集中教育活动形式，要建立长效机制，不断巩固教育成果。今年四季度将全面铺开保持共产党员先进性教育活动，从我们调研的情况反映，基层党组织和广大党员对此普遍欢迎。

　二、狠抓制度落实，强化组织观念，是搞好农村党员队伍建设的有力保证

　加强村级组织建设，不断健全、落实党内各项制度，严格党员正常组织生活，是增强党员党性，强化组织观念，克服农村党员队伍比较松散的重要措施。一是强化落实各项制度。针对目前农村党建工作的薄弱环节，重点是要落实好“三会一课”制度、民主生活会制度以及流动党员管理制度。根据农村党员居住的相对分散、生产经营的相对独立，以及农村工作任务新的特点，定期召开支部党员大会、支部委员会、党小组会以及民主生活会，联系实际上好党课，显得尤为重要，是广大农村党员参加必不可少的组织生活的必要方式。二是强化党员义务观念。履行必要义务是党员身份的基本体现，针对少数党员存在的“只要服务，不要义务”的现象，应把增强党员责任意识、自觉履行义务作为当前加强农村党员教育管理的重点。在注重学习提高的同时，更应注重教育管理形式的多样化，开展相关主题活动，让责任、义务意识在活动载体中得到体现、强化。我市在广大基层党组织中普遍开展了“一个党员一面旗”活动，在党员工作场所的醒目位置公布他们的姓名、相片，亮出党员“身份”，附上一句或数句各自承诺的党员心声，时刻提醒党员不能忘记自己的身份和义务，又将党员的一言一行置于群众监督之下，这不失为一个有益尝试，值得借鉴。三是确保必要经费投入。在大力壮大村集体经济的同时，市乡党委还要进一步创造条件，为支部正常组织活动开展、为党员经常性教育工作增加必要的投入，特别是对那些集体经济相当薄弱的村，更应加大投入力度，妥善解决“无钱办事”的问题。应考虑在市乡财政或上缴党费和自留中列出一定比例的经费，以建立稳固、正常的经费来源渠道。四是加强领导，强化责任。各级党委要进一步落实管党责任制，一级抓一级，层层抓落实。特别是各乡镇党委要进一步完善党建工作党委成员分片负责制，应配备一定数量的专职党务干部，像设立农业组、后勤组一样，应增设党建组，把村党支部建设、党员队伍建设工作纳入乡镇党委的日常管理工作范畴。

　三、关心党员生活，提高党员地位，是搞好农村党员队伍建设的有效途径

　各基层党组织要满腔热忱地帮助党员解决在生产、生活中遇到的实际困难，充分尊重党员的民主权利，让他们真正感受到组织的温暖，激发党员应有的光荣感和自豪感。一是组织上要为党员办实事、办好事。各级党组织要切实转变作风，深入基层调查研究，及时发现和党员反映强烈的热点、难点问题。对农村致富无门乏力的党员，要多组织他们学科技、用科技，提供必要信息，并给予适当的资金帮助或政策倾斜，支持其发展致富项目，解决其想致富而能力不足的问题。我市近两年来，积极开展“农村党员实用技术基地建设”，即取得了较好的效果。对离退休回村党员或患病、遇到意外事故的党员，党组织有必要登门慰问，给予关心和提供救助。二是要提高党员政治地位。对党内大事及有关文件要坚持“先党内，后党外”的原则，及时向党员传达；对村上大事要主动找党员商议，充分征求他们的意见，特别是要尊重少数人的意见；要建立激励机制，认真组织搞好“七?一”和年终评比，评优名额要向普通党员倾斜，对表彰要给予必要的精神和物质奖励，并要进行大力宣传，营造良好的社会舆论氛围。三是要开展好必要的党日活动。适当的时候组织党员到有政治意义、纪念意义的地方参观学习，或举办积极健康的娱乐活动，可使普通党员最直接地感觉到自身的存在，可增加党员之间的交流，联络感情，可增长党员见识，陶冶情操，更可增强党组织的凝聚力、向心力。

　四、严格入党“入口”，加大“出口”处置力度，是搞好农村党员队伍建设的重要环节

　应严格遵循“坚持标准、保证质量、改善结构、慎重发展”的党员发展方针，从不断改善党员队伍的年龄、文化结构和分布出发，着重于保证、提高发展党员质量。同时，应继续加大处置不合格党员力度，纯洁党员队伍，树立党组织的严肃性和威信。从而真正做到“入口”严、“出口”畅，保持党员队伍的整体活力。一是严格标准。在《党章》总体要求下，应根据新形势下农村工作的特殊性，制定出科学合理、操作性强的具体标准，注重定性、定量相结合，这是严“入口”、畅“出口”的关键。例如，针对党员队伍存在的突出问题，应规范列出不合格党员在政治信念、理想学习、宗旨观念、社会公德、压滤机滤布完成任务、参加组织生活、维护国家集体利益等方面的种种具体表现，便于评议时一目了然，评定到位。二是把握程序。要严格按照组织原则，确保入党和处置的每一个程序到位，力戒个人意志，避免走捷径。三是完善措施。针对工作上普遍存在的一些漏洞，应不断探索新办法、新途径，使现有制度不断完善。在发展党员中应全面推广发展党员预审制、公示制和责任追究制。要使处置不合格党员工作走上经常化、规范化的轨道，重点是继续完善民主评议党员制度，要建立党员述职制度。要发动群众参与评议党员工作，要在充分发挥支部在民主评议、处置不合格党员应有作用的同时，应加大上级党委处置权限，进一步增强民主评议党员工作的严肃性、权威性，最终确保党员队伍的纯洁性、先进性。
